고등학교 성취평가제의 諸문제와 정착 방안

국문 초록

이 연구는 향후 고등학교 평가체제에서 가장 중요한 쟁점인 성취평가제 도입에 따른 문제점을 진단하고 이 문제를 극복하기 위한 정착 방안들을 모색하고자 한다. 현재 대통령 공약사항인 대학입시 전체 과목 절대평가제 도입이 미뤄지고 있고 고교학점제 시행을 앞두고 있는 상황이어서 이들 두 가지 중요한 교육개혁안의 핵심 요소로서 고등학교 성취평가제에 대한 연구는 대단히 중요하고도 시의성을 반영한다고 볼 수 있다. Vygotsky의 사회구성주의와 Bloom의 완전학습에서 그 이론적 근거를 찾을 수 있는 성취평가제는 규준참조평가와 달리 학생 개개인의 교과목별 성취 수준을 평가하고자한다. 고등학교 성취평가제의 문제점으로는 성취기준과 성취수준 설정의 어려움, 출제 관련 문제, 채점과 평가 문제, 결과 활용 문제 등 운영의 신뢰도 문제, 성취기준과 학생평가간의 연계 약화, 성적과대평가와 정책 자체의 불완전성 및 정책 추진의 일관성 미흡의 문제가 있다.고등학교 성취평가제의 정착 방안으로는 교과별 성취기준과 성취수준의 명료한 설정, 분할점수 산출 방식 개선과 성적 과대 평가 방지책 마련, 성취기준과 학생평가의 연계 강화, 과정 중심의 평가 정착, 대학입시에서 성취평가제 결과 활용 방안의 명료한 제시를 들 수 있지만 무엇보다 일선 학교 교원의 평가전문성 확립이 가장 시급히 요구되고 있다.

영문 초록

This study attempted to diagnose problems resulting from the introduction of the achievement evaluation system, the most important issue in the future evaluation system for high schools, and seek ways to settle the problem. A study on the high school achievement evaluation system is a key element of the two major educational reform measures, as the presidential pledge to introduce a new evaluation system for university entrance is being delayed and the implementation of the high school entrance system is imminent. The achievement evaluation system, in which the theoretical basis can be found in the complete learning of the social constructivism and Bloom of Vygotsky, evaluates the level of achievement of individual students by subject, unlike relative evaluations. The problems of the high school performance evaluation system are difficulty in setting achievement standards and achievement levels, questions related to the test, questions related to scoring and evaluation, problems related to the use of results, weakened connection between achievement standards and student evaluation, and policy over-assessment of performance. A plan to establish a high school achievement evaluation system is a clear setting of achievement standards and level of achievement, improvement of the method of calculating partial scores and preventing excessive assessment of grades, improvement of the method of assessment rather than the achievement standard, and establishment of assessment centered on the result of university
