국문 초록

이 글에서 선행연구를 토대로 환경정책원칙을 선정하고, 구성요소와 상호관계의 특성을 살펴보았다. 환경정책원칙은 환경정책과정에서 일관되게 지켜야 하는 기본적인 규칙이나 법칙을 의미한다. 구성요소는 원칙이 담고 있는 핵심 개념과 원칙을 적용하기 위한 조건을 의미한다. 상호관계에서 구성요소 간 관계의 특성과 주요 개념의 중복 여부를 살펴보았다. 환경정책원칙을 이념 적 원칙과 수단적 원칙으로 구분하고, 이념적 원칙은 지속가능한 발전과 순환으로, 수단적 원칙은 사전예방, 오염자부담, 통합으로 분류해 보았다. 지속가능한 발전은 다른 원칙의 상위원칙으로의 영향력이 커져가고 있다. 순환도 폐기물관리에 국한된 원칙에서 자원과 물질순환으로 적용영역이 확대되고 있다. 사전예방과 오염자부담은 환경정책의 핵심적인 원칙으로 정착되고 있다. 환경문제의 복잡성과 상호관련성이 증가하면서, 통합은 환경정책원칙으로서의 적용범위가 확대되고 있다. 이념적 원칙인 지속가능한 발전과 수단적 원칙 간 상호연계성이 점차 높아지고 있다. 이 글은 환경정책의 바람직한 목표를 설정하고 효율적인 수단을 선택하며, 환경정책원칙 연구를 한 단계 진전시키는데 기여할 것이다.

영문 초록

Based on the previous research, environmental policy principles were selected and components of principles were examined. Environmental policy principles mean basic rules or laws that must be consistently applied to policy process. A component is a measure of the concepts. Environmental policy principle is divided into ideological and instrumental principles. The ideological principles are classified as sustainable development and circulation, and the instrumental principles are classified as precaution, polluters pay, and integration. Sustainable development is becoming increasingly influential as a guiding principle. The application area of circulation is expanding from waste management to resource and material circulation. Precaution and polluters pay are becoming a core principle of environmental policy. As the complexity and interrelation of environmental problems increase, integration principle is increasingly applied to environmental policy principle. The ideological principle of sustainable development and interdependence between instrumental principles is increasing. This article will contribute to the establishment of desirable policy objectives for environmental policies and the selection of effective policy instruments and to advance the study of environmental policy principles.
