국문 초록

본 연구는 서울시가 운영 중인 공공앱과 행정앱 등 모바일앱의 운영현황을 살펴보고, 정책적 제언을 하는 것이 목적이다. 이를 위해 서울시가 2015년 부터 실시한 자체점검 결과를 분석하고, 2018년 4월 기준 운영 중인 35개 모바일 앱을 모니터링하였다. 분석결과, 첫째, 모바일앱에 대한 낮은 이용률, 신속한 업데이트 미흡 등으로 매년 폐기된 공공앱이 증가한 것으로 나타났다. 둘째, 투자기관의 경우, 앱 개발 사전타당성 검토가 제외되는 등 제도적인 문제점이 있다. 셋째, 주기적인 자체점검이 진행되고 있으나, 실질적인 개선으로 환류되지 못하고 있다. 향후, 서울시 모바일 앱에 대하여 사전타당성 검토의 범위를 확대하고, 자체 점검 결과를 반영하여 폐기·개선 등의 조치가 신속하게 이루어져야 할 것이다. 끝으로 지방자치단체의 특성을 고려한 지침 및 조례 신설도 필요하다.

영문 초록

The purpose of this study is to examine the operation status of mobile app such as public and administrative app operated by Seoul City and to make policy suggestions. In order to achieve this, the Seoul Metropolitan Government analyzed the results of self-inspections conducted since 2015 and monitored 35 mobile app operating as of April 2018. First, it shows that public app have been abolished every year due to low usage rate of mobile app and inadequate updates. Second, there are institutional problems in the case of investing organizations, such as pre-feasibility review of app development is excluded. Third, periodic self-inspections are underway, but they are not being refined as substantial improvements. In the future, it will be necessary to expand the scope of pre-feasibility studies for mobile app in Seoul, and to take measures such as disposal and improvement promptly to reflect the self-check results. Finally, it is necessary to establish guidelines and regulations in consideration of the characteristics of local governments.
