국문 초록

본 연구는 전국 18개 테크노파크(TP)의 2011년부터 2016년까지의 운영 효율성을 측정하고, 효율성에 영향을 미치는 요인을 분석함으로써 TP별 효율성 개선을 위한 정책적 시사점을 제공하는데 목적이 있다. DEA 효율성 분석결과, 분석대상 전 기간에 걸쳐 효율성 경계에 있는 것으로 나타난 TP는 CCR 모형에서는 7개, BCC 모형에서는 9개였다. TP의 평균 효율성지수는 CRS는 0.882, VRS는 0.947로 나타났다. CRS의 경우 전체 TP의 효율성지수가 전반적으로 하향세로 나타났는데, 이는 TP의 지원인력, 입주공간, 장비 등 투입변수는 매년 증가되었음에도 입주기업의 매출액 등 산출변수는 오히려 감소하는 등 운영적 측면에서 다소 비효율성이 존재했음을 알 수 있다. Tobit 회귀분석 결과, 효율성지수에 영향을 미치는 요인은 매출액이 가장 컸고 입주기업수, 고용인력수, 기술지원건수 순으로 나타났다. TP 기관장의 과거경력과 효율성지수 간 통계적 유의미성은 없는 것으로 나타났다. 분석결과를 토대로 효율성 제고를 위해서 TP별 비효율 요인, 효율 개선 목표치 및 준거 TP를 도출하고, 효율성 개선전략을 제언하였다는데 의의가 있다.

영문 초록

The study aimed to measure the relative operational efficiency of 18 technopark (TP)s nationwide from 2011 to 2016, to analyze the factors affecting efficiency, and to provide policy implications for efficiency improvement. As a result of the DEA efficiency analysis, TPs located on the efficiency boundary over the entire analysis period were 7 in the CCR model and 9 in the BCC model. The average efficiency index of 18 TPs was 0.882 for CRS and 0.947 for VRS. In the case of CRS, the average efficiency index showed a downward trend overall. Although input variables such as TP manpower, occupancy space and equipment increased, the calculation variables such as sales of tenant companies decreased. This indicates some operational inefficiency was present. Tobit regression analysis showed that the operational efficiency index was mostly affected by sales, followed by the number of occupied companies, the number of employee and technical support. There was no statistically significant correlation between the CEO’s past career and the efficiency index. It is meaningful that we derived the efficiency factor, the efficiency target value, and peer TP to benchmark, and proposed a strategy to improve efficiency for each TP.
