국문 초록

본고는 버네큘러 안보(Vernacular Security)의 이론적 시각으로 타자라 철도(Tanzania-Zambia Railway Authority) 건설 노동자들 개개인의 경험과 시각을 경유한 정체성 형성과정을 추적한다. 이를 위해 버네큘러 안보가 무엇이며 어떤 이론적 함의를 가지는지 먼저 설명한다. 이를 바탕으로 탄자니아의 타자라 철도 건설 노동자들의 ‘일상안보’ 과정을 고찰함으로서, 존재자 개인의 정체성 형성이 집단화되어 국가안보와 어떻게 연계될 수 있는지 논증한다. 이를 위해 타자라 철도를 둘러싼 중국과 탄자니아의 국가 안보문법을 살펴보고, 타자라 철도 건설 노동자들이 그들의 정체성과 상이한 국가담론을 극복해 나가는 메커니즘을 상술한다. 특히 사회주의 이념에 근간한 타자라 철도 건설 노동자들의 정체성이 자유주의를 직면하여 굴절되고, 국가적 차원의 지위 획득 실패가 그들의 일상안보 부재를 추동시킨 핵심 요인임을 제시한다. 더불어, 타자라 철도의 입금 체불 문제는 상기의 건설 노동자들의 문제의식과 결부되어 국가적 차원의 안보문법에 영향을 끼쳤음을 제시한다.

영문 초록

This paper traces the process of identity formation through the experiences and perspectives of individual Tazania-Zambia Railway Authority construction workers from the theoretical perspective of Vernacular Security. To this end, it explains what Vernacular security is and what theoretical implications it has. Based on this, by examining the ‘everyday security' process of Tazara railway construction workers in Tanzania, it argues how the formation of individual identity of beings can be grouped and linked to national security. To elucidate this, this article looks at the national security grammar of China and Tanzania surrounding the Tazara railway, and describes the mechanisms by which Tazara railway construction workers overcome national discourse that is different from their identity. In particular, it suggests that the identity of Tazara railway construction workers based on socialist ideology is refracted in the face of liberalism, and that the failure to acquire status at the national level is a key factor driving their absence of everyday security. In addition, it is suggested that the problem of non-payment of wages at the Tazara railway, coupled with the above awareness of construction workers, influenced the security grammar at the national level.
