평안도 공립소학교의 설립과 학교비 분쟁 (1896~1905)

국문 초록

본 연구는 1896년부터 1905년까지 관보 및 신문자료를 통해 확인한 평안도 공립소학교의 설립과 운영에 대해 분석한다. 이 작업을 통해 평안도 신교육기관 설립의 다양한 측면을 밝히는 것을 목적으로 한다. 조선 정부는 갑오개혁을 통해 초등 근대교육을 전국적으로 확산하기 위한 방법으로 공립소학교 설립 정책을 추진하였다. 소학교 설립은 평안도를 포함한 서북지역에서 주도적으로 진행되었다. 평안도에 설립된 공립소학교는 17개가 확인된다. 공립소학교가 설립된 평안도 각 지역은 대부분 개신교가 활발한 지역이었으며, 외국과의 무역이 발달한 상업도시였다. 초기에는 정부 주도로 설립되다가, 1900년 이후부터는 각 지방관과 지역 유생들이 학교 설립을 주도하였다. 공립소학교의 교원은 일반적으로 교원 1명과 부교원으로 구성되어 있었다. 공립소학교의 교원은 대부분 한성사범학교 졸업생을 임명하였고, 부교원은 해당 지역에서 추천을 받은 유생을 임명하였다. 평안도 공립소학교는 17개 지역 가운데 8개 지역만 교원이 임명되었고, 나머지 지역은 부교원에 의해 학교가 운영되었다. 부교원의 경우 잦은 임명과 해임으로 인해 학교 운영에 나쁜 영향을 끼치기도 했다. 조선 및 대한제국 정부의 학부 예산은 전체 예산의 2% 내외에 불과했다. 이는 공립소학교에 대한 전폭적인 투자와 지원을 할 수 없는 구조였음을 의미한다. 따라서 정부는 각 지역의 역둔토를 비롯한 지방 공공재산을 공립소 학교에 이속하는 방법을 통해 재정 문제를 해결하게 했다. 그러나 1899년 10월 이후 내장원과 공립소학교의 토지 분쟁이 발생하였다. 평안도에서도 학교 비 분쟁은 평양부를 중심으로 전개되었다. 일반적인 학교비 분쟁과는 다르게 평안도에서는 지방세력 간의 다툼이 적었는데, 이는 다른 지역에 비해 유생들의 영향력이 적었기 때문이다. 학교비 분쟁으로 인해 재정적 기반이 무너진 평안도 공립소학교는 각 지방 정부에게 지원을 호소하거나, 지역민들의 성금, 학생들의 학비 등을 통해 재정을 확보해야만 했다.

영문 초록

This study analyzes official gazettes and newspapers to demonstrate how Gonglip Sohakgyo, equivalent to modern public primary school in Pyeongan province was established and managed during 1896 to 1905. Through this research, this study will shed light on the various aspects of modern educational institutions established in this period throughout the Pyeongan province. It was Joseon government’s policy that first promoted the nationwide establishment of public schools in Gapo Reform. In particular, primary schools were most widely established in Pyeongan province. Those schools, seventeen in total, were largely established in local cities in which the influence of Christianity was strong and the foreign trade was bustling. In the first stage, schools were established by government. Since 1900, local bureaucrats and Yusaengs (儒生) participated the establishment and emerged as main contributor of school establishment. Generally, one permanent teacher and one assistant teacher formed the faculty members of each school. Permanent teachers were appointed among the graduates of Hanseong Normal School in Seoul. With respect to assistant teachers, a local Yusaeng recommended from local community took the position. Only eight schools could afford to appoint permanent teacher while rest of them had to run the school only by assistant teachers. In many cases, assistant teacher’s unstable status, frequently discharged and substituted, brought negative effects to the management of school. Since the ministry of education (學部) took only two percent of national budget of the government, structurally the central government could not afford to provide subsidies to public primary schools. Instead, the government transferred the ownership of public real estates, including Yeokdunto (驛屯土), to the schools. However, since October 1899, the dispute over the ownership of public property was surfaced between the ministry of treasury (內藏院) and public schools. Ownership disputes in Pyeongan province were mainly occurred in Pyeongyang. Contrary to the cases in other provinces, local politics were less involved into the disputes since the influence of Yusaeng was comparatively small in Pyeongan province. Some public schools, financially collapsed due to the ownership disputes, appealed to provincial government for support, or had to depend on local fundraising and tuition.
