국문 초록

1948년 이승만 정부는 고문경찰의 잔재가 남아있는 이들을 일소하지 못하고 국립경찰지휘권을 인수하였다. 우리나라 경찰은 그 역사만큼 국민들로부터 그 수난과 과오를 매몰차게 받고 있다. 먼저 경찰의 정당한 공무집행을 방해받고 있다. 거리나 파출소 경찰서 등에서 경찰관에게 폭력을 행사하고, 침을 뱉고, 집기를 내던지고, 욕을 하는 등 경찰관을 향한 인권유린은 말로 표현하기 힘들다. 세계에서 가장 인권을 존중하는 경찰이 한국경찰이다라고 소문나서 외국인들도 경찰관에게 공권력행사에 불응하고 있다고 한다. 공무집행 불응죄 대가도 형편없다. 이런 원인은 어디서 비롯됐나? 아마도 경찰의 과거 중앙집권적이고 관료적인 경찰문화에 대한 비난을 희석하려는 경찰조직의 자조적인 문화도 한 몫 한다. 그러나 더 큰 문제는 정치권력이 경찰을 우습게보고 인사권을 멋대로 휘둘러서 비롯됐다고 본다. 정권에 충성하기보다는 국민에 봉사하는 경찰상을 보여주어야 하는데 정치권력의 보호아래 조직이 부패했다고 본다. 이젠 이와 같은 적폐를 혁신해야 한다. 해방 후 이승만 정부는 공직부패라는 역사적 오점을 남겼다. 문제인정부는 법과 정책을 통해 반부패정책을 실행하고 있다. 부패는 줄어들 수 있지만 성공하지 못하고 있다. 2017년 부패 인식도는 180개국 중 51번째로 부패인식점수는 54점이다. 15년이 지났지만 아직도 40점 50점대에 머물고 있다. 11번째 경제대국으로서 국가적위신과 체면문제라고 본다. 부패는 성경에도 등장한다. 원래 부패라는 용어는 라틴어 corrumpere에서 나왔는데 몰락하다, 함께 파멸하다라는 뜻이다. 인간이 사는 동안 부패는 살아있고 나라를 좀먹는다고 볼 수 있다. 부패는 행정처리를 지연시키고 공직자들의 정의를 상실하게 한다. 이 연구는 다음과 같은 점을 중심으로 연구하였다. 첫째, 경찰부패의 원인을 분석함에 있어 시민들의 인식이 무엇인지 고찰하고자 한다. 둘째, 부패의 특성을 개인별인식, 법제도적 측면, 환경이나 조직 문화적 요인으로 나누어 부패충동, 탐욕, 금품수수의 원인을 분석하였다. 셋째, 부패충동, 탐욕, 금품수수의 시민의 부패인식도를 고찰하고 대안을 찾고자 한다. 이를 위해 본 연구는 피조사자의 대상이 중요하다고 보고 대학생과 일반인을 중심으로 설문 항목을 조사하였고 이를 바탕으로 분석하고 비교하여 가설을 검증하였다. 본 연구는 이와 같은 연구 필요성에 입각하여 경찰부패문제를 실증적으로 분석하였다.

영문 초록

In 1948, the Syngman Rhee administration failed to clean up the remains of the torture police and took over the reins of the National Police Agency. The nation s police have suffered as much from the people as they did in its history. First, the police are being prevented from properly enforcing official duties. Human rights abuses against police officers are hard to describe in words, such as violent actions against police officers, spitting, throwing away their belongings, and swearing at them at street and police station offices. As the police force that respects human rights is known to be the most revered in the world, foreigners are also said to be resisting the government s exercise of power to police officers. Even the costs of non-commitment in the administration are terrible. Where did this cause come from? Perhaps it is the self-assertive culture of the police organization that tries to dilute criticism of the police s past centralized and bureaucratic culture. However, I think the bigger problem is that the power of politics started from the power to appoint police officers and wield the right to appoint personnel. He should show a police figure who serves the people rather than being loyal to the regime, but under the protection of political power, the organization seems to be corrupt. It is time to innovate such deep-rooted evils. After liberation, Rhee left the historical stigma of corruption in public office have been our society. Long long time, Efforts to cut down on corruption but did not succeed. In 2017, the International s Inter-Correction Index was ranked 51th among 180 countries worldwide. The perception is 54 points. Fifteen years later, the recognition level is still between 40 and 50. As a member of the OECD and the 11th largest economy in the world, it is considered a problem in terms of national prestige and novelty. The term corruption originally appears in the Bible. The term decomposition, which emerged from the Latin corrumpere, means to “decay, collapse together”. As long as human beings are alive, corruption is said to not only go away, but also make the country go to ruin. Corruption sees administrative decisions being swayed by money to delay transactions and to lose fairness for government employees therefore, the study sees the difference between previous researchers ‘opinions only and their responses. First, I would like to consider what the public sees in analyzing the causes of police corruption especially, Police greed, police imposture, police payment for bribes Second, the causes of corruption were analyzed by dividing the characteristics of corruption into individual perception, legal systems, and environmental and cultural factors. Third, it tried to maintain the reliability and consistency of the citizens’ perception of corruption. For this purpose, the study examined the questionnaire based on the university students, and compared the findings to test the hypothesis of the subject of the suspect. This study has based on this research necessity and has experimentally analyzed police corruption issues.
