국문 초록

이 연구는 한국과 대만의 민주화 이후 민주주의 이행과 공고화과정에서 당면한 정치 리더십의 위기와 시민사회의 대응을 고찰하 고, 그 유사성과 차별성을 비교하는데 주요 목적이 있다. 한국과 대만은 1987년에 각각 민주화가 추진된 이래 민주주의 이행과 공고화과정을 거치면서 일련의 헌법 개정과 선거제도 개혁, 그리고 정규적인 선거 실시 등을 통해 제도적ㆍ절차적 민주주의를 확립 하는데 성공하였다. 그러나 이들 두 국가는 정치리더십의 부재나 정치지도자 중심의 독단적 정책 운영과 부패 문제 등으로 인해 야당과 시민사회의 강력한 반발과 저항에 직면하게 되었으며, 이것은 사회적 혼란과 정치적 불안으로 이어져 민주화 이후 초래 되는 정치적 위기 상황을 맞게 되었다. 그럼에도 불구하고 이들 두 국가는 공통적으로 물리적 폭력이나 불법적 저항 등 법ㆍ제 도를 무시한 정치적 무질서로 초래되는 민주주의의 퇴보나 권위주의체제로의 회귀보 다는 민주주의의 법ㆍ제도적 절차에 따른 선거를 통해 정치리더십 교체를 추진함으로써 정치적 위기를 극복할 수 있었다.

영문 초록

The purpose of this study is to explore the crisis of political leadership and response of civil society in the democratic transition and consolidation process after democratization in South Korea and Taiwan, and to compare the similarities and differences of these crises and responses. South Korea and Taiwan, democratized in 1987, implemented political reform including constitutional amendment and a series of changes of election and political party laws. In addition, both countries held regular and competitive elections which completes institutional and procedural democracy. In both countries, however, political leadership that was not free from authoritarian behavior, political inefficiency, and corruption faced grave political challenges. The 2004 presidential impeachment in Korea and the 2006 presidential impeachment in Taiwan were important occasions to test the ability of political leadership and civil society to cope with political crisis. Nonetheless, these two countries could overcome each political crisis to change political leadership by election, which is democratic raws and procedures rather than by force or illegal resistance, which leads to setback of democracy and regression to authoritarianism.
