국문 초록

일반화된 행동 원칙에 기초하여 국가들간 관계를 조정하는 제도적 형태로 정의되는 다자주의는 동북아에서 국가 간 경쟁과 갈등 구도를 완화시킴으로써 지역 안보 지형을 변화시키는 한편 지역정치의 순조로운 이행을 가능하게 할 것으로 기대되고 있다. 이 글은 현실주의적 세계관이 팽배한 동북아시아 국제관계 속에서 협력적 안보 질서의 가능성을 제고시킬 수 있는 다자주의가 공통이익 발굴과 형성을 통해서 보다 잘이행될 수 있다는 전제하에 이를 촉진시킬수 있는 집단적 행위자로서 인식공동체의 역할에 초점을 맞추어 동북아 안보 다자 주의를 접근하고 있다. 인식공동체는 그 역할이 활성화될 경우 역내에서 상존하고 있는 불확실성 요인들을 감소시킬 뿐만 아니라 주요 지역 안보 의제 들에 대한 해법을 제시해줄 수 있을 것이 다. 또, 인식공동체에 의해 공유되는 비전과 전망은 역내국가 정책결정과정 참여자들에게 다자협력에 대한 효용감을 보다 뚜렷하게 심어줄 수 있을 것이다.

영문 초록

Northeast Asia where there is no official multilateral institutions to assure the stable regional situation is a region which is dotted with uncertainty. For this reason, there have been incessant concerns that Northeast Asia is the region with the biggest potential of conflict in the 21st century. It is anticipated that multilateralism - ‘an institutional form that coordinates relations among three or more states on the basis of generalized principles of conduct’ as Ruggie defined - will transform the configuration of the regional security by easing the conflict and competition among nations in Northeast Asia. It is also expected that it will make the favorable relationship of regional politics possible. This paper deals with the security multilateralism in Northeast Asia with focus on the role of the epistemic communities as the collective actors who can promote the cooperative security order under the premise that multilateralism can be practiced better through the exploration and formation of shared interests. In case the epistemic communities were invigorated, those would help not only reduce the factors of uncertainty which still exist in this region, but also present the solutions on the main security issues. Moreover, the vision and prospect shared by such communities will implant the sense of effects from multilateral cooperation in those who participate in policy-making process.
