국문 초록

국제정치에서 강대국의 위상과 역할은 절대적이다. 세력균형, 동맹, 집단 안보 등 국제정치에서 주로 사용되던 용어들은 강대국중심의 국제정치 현상을 반영한 것이다. 강대국이외의 국가들이 스스로 강대국에 대항하여 동맹이나 집단안보를 구축하기에는 역학관계상 어려운 측면이 많기 때문에 대부분의 약소국들이 강대국에 편승하여 세력균형이나 동맹을 추구하였다. 그러나 그동안의 국제정치사를 보면, 강대국의 능력과 의지가 구체적 정책 으로 집행되지 못한 사례들도 많았다. 강대국을 제어하는 어떤 세력이 존재한 다고 볼 수 있다. 그래서 강대국도 약소국도 아닌 국가들의 다양한 능력과 행태를 분석할 수 있는 새로운 개념에 대한 관심이 높아졌다. 이들 국가들의 고유한 특성과 힘의 관계를 분석하기 위한 새로운 개념이 중견국가 개념이다. 한때 핵은 강대국의 전유물로 인식되었지만 지금은 강대국 이외의 국가들이 핵을 개발하는 상황에 처해있다. 이런 시기에 중견국가의 핵에 대한 태도 들을 분석하는 것은 중요하다. 즉, 국제사회에서 중견국가들의 역할이 커지고 있는 상황을 맞아 중견국가의 핵확산 금지를 위한 노력과 그 역할을 연구할 필요가 있는 것이다. 이 연구의 목적은 중견국가들의 활동이 핵비확산체제에 미치는 영향을 분석하는 것이다. 이를 위해 브라질과 아르헨티나, 이집트 등 중견국가들이 해당 지역에서의 핵확산을 막기 위해 어떤 노력을 기울였는지를 살펴보았다. 또한 핵비확산체제의 유지를 위한 중견국가의 바람직한 역할을 모색해 보았다.

영문 초록

Superpowers used to be the only ones with nuclear weapons. Now, however, countries other than superpowers are developing nuclear weapons. Under such circumstances, analyzing the middle powers’ positions on nuclear possession is becoming critical. We need to study the roles and efforts of those middle power countries under nuclear non-proliferation regime. The status and role of the superpowers is absolute in international politics. The terms such as “balance of power,” “alliance,” and “collective security” all reflect the superpower centric international politics. Since it is difficult for non-superpowers to construct alliance or collective security against superpowers, weak countries usually adopt a bandwagon approach and side with a superpower to achieve balance of power or alliance. However, looking at international politics history, it is evident that the superpowers’ will does not always materialize into a policy. Therefore, it is not adequate to classify non-superpower countries as merely “weak countries.” To acknowledge the different capacities and forms of such countries, a term, “middle power” was introduced. Middle power is now used in various contexts to analyze the unique characteristics and power of those non-superpower countries. This paper will analyze the behaviors of middle power countries through case studies. By studying the roles and efforts of middle powers such as Brazil, Argentine, Egypt, and South Africa, the paper will focus on how non-proliferation regime is maintained in today’s world. It will also discuss what is desirable for the maintenance of NPT regime.
