국문 초록

이 연구는 한국과 일본의 국회의원이 중심이 된 한일의원안전보장협의회의 설립과정을 살펴보고, 데탕트 말기의 한일간 안보협력의 한 단면을 분석 하는 것을 그 목적으로 한다. 전후 한국과 일본은 각각 미국과 방위(안보)조 약을 맺음으로써 미국의 동아시아 안보정책에서 한미일삼각안보협력의 역할이 기대되었다. 하지만 실제로 한일안보협력은 주로 역사인식 및 정치제도와 같은 국내적 요인에 의해 제한되었다. 동아시아의 안보정세는 1970년대 닉슨 독트린에 따라 데탕트 시기를 맞이하였지만, 1975년 베트남전의 종결은 동아 시아 안보정세에도 많은 변화를 가져왔다. 특히 일본에서는 베트남전의 종결, 소련의 군사력 증가, 카터의 주한미군철수정책에 따라 국내적으로 안보 의식이 고양되었고, 정치제도적으로는 자민당내 방위족의 성장이 두드러졌다. 방위논의에 있어 자신감을 얻은 방위족은 소련의 위협과 주한미군철수문제에 대처하기 위해 적극적으로 한일간의 안보협력을 추진하는데 그 한 가지 사례로써 한일의원안전보장협의회를 들 수 있다. 궁극적으로는 한미일 3국간 의원안전보장협의회를 목표로 했던 한일의원안전보장협의회는 한일양국 특정 세력의 참여에 따른 컨센서스의 형성실패, 정부관료의 비협조, 한일간 안보 관심사항의 차이 등의 문제점을 드러낸 가운데, 한국의 신군부 등장에 따른 새로운 한일관계 정립의 기운 속에서 한일의원연맹 속으로 그 기능과 조직이 통합되었다.

영문 초록

This study will analyze Korea-Japan Security Cooperation through the establishment of the Korea-Japan Inter-Parliamentary Security Council at the end of détente. Following the Second World War, the United States formed alliances with Korea and Japan, however the restrictions that this imposed on the domestic security politics of both nations made it difficult to realize effective security cooperation. At the end of the Vietnam War in 1975, boueizoku arose in response to an increasing awareness of national security issues in Japan. Boueizoku was an attempt to achieve security cooperation between Korea and Japan and lead to establishment of the Korea-Japan Inter-Parliamentary Security Council. This was carried out at a time of transition in the security issues of East Asia, with an increased military threat of the Soviet Union and the Carter administration s troop withdrawal policy from Korea. However, the Council broke down as a result of a lack of cooperation from bureaucrats, participation in the Council only by certain members of parliament, and differences in Korea and Japan s security interests. Eventually, in accordance with the shift in Korea s domestic politics, the Council was integrated into the Korea-Japan Parliamentarian s Union.
