중동 시민혁명으로 본 중국 시민사회의 한계와 전망

국문 초록

2011년 초부터 시작된 중동지역의 민주화혁명을 배경으로 중국의 민주화와 정치개혁 논의가 다시금 부각되고 있다. 중국은 정치ㆍ경제적인 측면에서 중동지역 국가들과 흡사한 측면이 있다. 우선 정치적으로는 권위주의적 정부체제 하에서 강력한 정치적ㆍ사회적 통제가 유지되었고 다원주 의와 민주화에 대한 욕구가 장기간 억눌려 왔다는 점이다. 또 경제적인 측면에서는 분배의 불평등 및 높은 실업률이라는 공통적인 문제를 안고 있다는 것이다. 이러한 이유에서 중동의 민주화 혁명이 중국에서도 나타날 가능성이 지적되고 있다. 그러나 현재의 중국에서는 중동식의 민주화 혁명이 실현되기 어려워 보인다. 장기적으로 본다면 중국의 민주화가 진전될 수도 있지만, 현실적 으로 본다면 중국은 고도의 경제성장 및 국제적 위상의 강화를 통해 공산당 통치의 대중적 정당 성을 확보하고 또 다른 한편으로 엄격한 사회통제를 통해 체제안정을 유지함으로써 현재의 권위 주의 체제를 상당 기간 동안 유지할 수 있을 것으로 보인다.

영문 초록

China’s democratization and political reform debate has emerged once again since triggered the democratic revolution in the Middle East early last year. In terms of politics and economics, the Middle East countries and China are similar. First, politically powerful political and social control under authoritarian regimes were maintained, the desire for pluralism and democracy has been suppressed for a long time. Secondly, in terms of economic, the Middle East countries and China are faced with common problems, such as inequality of distribution and high unemployment. For these reason, the possibility of Middle Eastern style democratic revolution in China is pointing out. However, the democratic revolution in China seems difficult to realize for the time being. China’s democratization in the long run can make progress, but China’s high economic growth and rapid expanding international status can strengthen the rule of the Communist Party to secure popular legitimacy currently. China seems to be able to maintain its authoritarian regimes stably for an extended period by the strict social control system.
