국문 초록

본 논문의 목적은 아프리카 지역에서 중국의 ODA 정책과 에너지 외교 연계작업의 의미, 성공요 인과 한계점을 고찰해 보는 것이다. 중국은 최근 서방 국가들과 비교해서 비교적 빠른 시일 내에 ODA와 에너지 외교 연계 작업을 매우 효과적으로 진행해 왔으며 성공적인 대 아프리카 외교를 추진해 왔다. 그 결과 아프리카 지역에서 중국의 선호도는 서방 국가들 보다 매우 높아 졌다. 그비결에는, 다른 서방국가들이나 메이저 에너지 회사들과 차별화된 ODA와 에너지 외교 연계 전략을 구축해왔다는 점이다. 따라서 본 논문은 구체적으로 중국정부가 아프리카를 상대로 어떻게 차별화된 정책을 펼쳐왔는지를 분석해보고, 미래에 걸림돌은 무엇이며, ODA와 에너지 연계 전략이 국제정치학 관점에서 어떤 의미를 내포하는지 분석해 본다.

영문 초록

The main purpose of this article is to examine the success reasons and limits of the China’s ODA policy-energy diplomacy link strategy toward Africa. China has been extremely active and successful in advancing African region because she pursued the very effective strategy in the combination of ODA policy and energy diplomacy. Accordingly China became Africa’s most favored nation surpassing traditionally strong western countries. This is mainly due to the fact that Chinese pursued no string attached, long term master strategy quite distinct from other westerners. Furthermore, Chinese have been very efficient in communicating among the leadership, foreign policy decision makers, state owned energy firms and other private firms. And thus this created positive outcomes for Chinese side. Nevertheless, this article also argues that despite the fairly tales, China equally faces numerous challenges including ignorance of human rights violation and social care for local population, full support for authoritarian regime, disregard for democracy, the reluctance to invest for local needs. This article concludes that in African region, China used ODA nothing but as the main tool to exploit energy resources and to win the competition for energy battle with western nation and energy companies.
