평생교육전담기관의 네트워크 실태 분석

국문 초록

평생교육법 개정으로 국가 차원의 평생교육전담기관들이 설치되었고, 중앙과 시ㆍ도, 시ㆍ군ㆍ구 세 단계의 전담기관들이 수직적으로 연계되었으며, 각 지역별로 다양한 평생학습기관ㆍ단체 간의 수평적 연계를 갖도록 구조화되고 있다. 그러나 이러한 법ㆍ제도적 기반이 마련되었음에도 불구하고, 실제로 각 기관 간 연계 구조는 물론 그 기능의 활성화 면에서 많은 문제점이 노출되고 있다. 본 연구는 이러한 평생교육 네트워크의 문제점을 분석하기 위하여 충남 지역의 평생학습관 담당자를 대상으로 설문 분석을 하였다. 평생학습관의 담당자들은 지역 평생교육 활성화를 저해하는 요인으로, 지역에서 각 기관 간의 소속이 서로 다르기 때문에 생기는 이해관계의 차이를 지적하고 있다. 그러나 설문 분석 결과, 기관의 인식 부족이 지역의 평생교육 네트워크 활성화를 저해하는 요인으로 파생되어 작용하고 있었다. 이러한 분석 결과에 따라 본 연구는 지역 평생교육 네트워크 활성화의 과제로 1) 평생학습관의 역량 강화, 2) 평생교육 부서 및 평생교육사 배치, 3) 평생교육 예산 확대, 4) 타 기관과의 협력 강화, 5) 네트워크 협의체 조직을 제시하였다.

영문 초록

According to the revision of the Law of Lifelong Learning, a number of national lifelong learning centers were set up, and the lifelong learning centers of Seoul, city-province, and city-county- district are vertically connected, and the various regional lifelong learning centers and communities are horizontally connected in its structural system. Even though these legal and regulatory foundations were prepared, there are lots of emerging problems in activation of its functions as well as the connection structure among the centers. This study performed a survey analysis to analyze the problems of lifelong learning network by targeting personnel in charge of the lifelong learning centers in Choongnam Province. The personnel in charge said that difference in interest among the centers caused by their different command lines was the main factor deteriorating the activation of regional lifelong learning. However, it turns out that the lack of understanding of the centers themselves is another derivative factor worsening the regional lifelong learning. Based on this analysis result, this study is proposing the following 5 items as action items for activation of regional lifelong learning network; 1) Reinforcing the capability of lifelong learning centers, 2) Assigning lifelong learning department and lifelong learning counselors, 3) Expanding the budget of lifelong learning centers, 4) Reinforcing cooperation with other centers, 5) Organizing network negotiation body.
