국문 초록

이 연구는 지방행정체제의 진단을 위한 준거를 설정하고 이에 따라 충청남도의 교육행정체제를 진단ㆍ분석하여 문제점을 진단하고, 밝혀진 문제를 해결하기 위한 교육행정체제의 혁신방안을 제언하는데 그 목적이 있다. 본 연구를 통해서 진단된 충청남도의 교육행정체제의 주요 문제점은 1) 교육행정수요에의 대응 취약, 2) 기능과 역할의 문제, 3) 권한과 책임의 문제, 4) 행정행태에 나타난 문제, 4) 인력의 양적, 질적인 문제, 5) 조직 기구의 문제와 6) 단위학교의 행정에 나타난 문제 등이었으며 이러한 문제를 해결하기 위하여 1) 충청남도 교육행정체제의 위상 강화, 2) 교육청의 정책, 기획 및 평가기능을 강화하고, 지역교육청의 현장밀착 행정기능을 강화해야 하며, 3) 교육청에 기획관리실, 장학실을 설치하고 조직의 유연화를 위하여 팀제를 도입하며, 학교조직을 교과ㆍ학년중심으로 재편하고 각종 위원회를 통ㆍ폐합하여 재구조화한다 4) 도교육청은 기획, 정책개발, 평가 및 감사업무 중심으로, 지역교육청은 단위 학교의 교육과정운영지원과 장학 등 지원업무를 중심으로 인적자원 구조를 재편성하며, 5) 평가와 감사기능 활성화시켜야 하며 마지막으로 6) 단위학교 책임경영제의 정착을 위해 교장 및 교사 임용방식을 개선하고, 학교의 권한과 책무성을 강화하여야 한다고 제안하였다.

영문 초록

The purpose of this study was to examine the educational administration system working in Chung-Chung Nam Do Province. It was intended to find out some issues that prevent the system’s effective functioning and to suggest several solutions for the problems. In order to diagnose of the Chung-Chung Nam Do’s educational administration system, special criteria on the basis of the researchers’ basic assumptions regarding organization transformation were applied. In order to accomplish the purpose of the study, two types of data were used; (1) a questionnaire data distributed nationwide by Korean Educational Development Institute (KEDI) and (2) in-depth interviews and observation data. The results of data analyses identified some problems, which include the system’s inflexibility against new educational environment, issues rising from powers and accountability between educational authorities, ineffective management, rigid bureaucratic behaviors of the personnel, ineffective structural systems of each organization. A number of solutions have been suggested for overcoming these issues identified from the data analyses. First, the Office of Education does not work properly against the change of new educational environment. One of the reasons for the issue was that the educational administration powers were still concentrated on central government. Some of the powers should, therefore, be distributed to Local educational authorities so that it may work effectively for their unique interests and concerns. Second, Educational powers and accountabilities, functions and roles should be suitably readjusted among educational authorities including Ministry of Education, Office of Education, local education authority and schools. Third, job descriptions of the personnel working for each organization should urgently be redesigned because their jobs were often overlapped. Finally, school-based management system should be implemented through steps.
