국문 초록

본 연구는 2002년 6월 개정 공포하여 시행되고 있는 현행 교원 승진 체제에 대하여 현직 교사들이 승진 규정의 내용을 얼마나 인지하고 있으며, 현행 교원 승진 체제의 불합리성 및 교원의 승진 요구가 무엇인지를 고찰하여 정책 개선에 기여하기 위한 목적으로 이루어졌다. 연구의 목적을 위하여 각종 문헌과 선행 연구 자료를 통하여 우리나라 교원 승진 체제 현황과, 선행 연구 등을 탐색하였다. 현행 승진 체제 개선의 방향은 근무 성적 평정의 합리성 및 평가 결과의 신뢰성, 공정성이 보장되고, 나아가 교원 승진의 가치 기준이 교육 활동에 헌신하는 교사들이 승진할 수 있는 해결책과 개선 방안을 모색해야 할 것이다.

영문 초록

The purpose of this study is to suggest the advisable improvements direction through having a grip of problem of the teacher evaluation systems for promotion. In theoretical background, the analysis of the problems for teaching profession’s improvement, and the procedure of change of the evaluation rules for promotion researched and the previous studies are surveyed as well. The results from this research are as follows. First, teachers have a tendency to think the required 25 years of teaching experience should be lowered. Second, teachers believe the record can be marked unfair due to human relationship according to region or school background. Third, they disagree to the plan that the range and the amount of the additional points should be decided by the superintendent of educational affairs’ discretion. Fourth, they mostly show a positive attitude about organizing the board for teacher evaluation. Fifth, the fair rules for grading system in the evaluation should be kept and the appropriate standard for evaluation should be established. Consequently, we need to stay away from the executive competition for promotion through emphasizing the importance of teacher’s ability, accomplishment of study and teaching experience in order to win over teachers with competence and a sense of duty. Also we have to promote the teaching ability-dominant environment.
