국문 초록

미국의 대표적인 국가적 에너지 사업인 키스톤 XL 파이프라인 프로젝트는(Keystone XL Pipeline Project) 미국의 안정적인 에너지 공급을 위해 추진 예정 되어온 사업이 지만 몇 차례 미국측에 의한 사업승인 거부로 인해 수년간 중단된 상태이다. 이에 대해 본 논문은 키스톤 XL 파이프라인 프로젝트 승인 저해 요인을 정치, 경제, 사회, 환경, 국제 에너지 시장 동향 측면에서 분석하고 본 프로젝트가 국제정치경제학적인 측면에서 가지는 함의를 고찰한다. 또한 본 연구는 키스톤 XL 송유관 건설 프로젝트의 지연 사례를 통해서 미국정부의 에너지 정치의 매카니즘을 분석하고, 수 십년 간 은밀하고 긴밀하게 구축되어온 에너지와 미국정치와의 유착관계 또한 집중적으로 검토해 보는데 초점을 둔다.

영문 초록

The purpose of this study is to analyse obstacles of the Keystone XL oil pipeline project from the multi dimensional perspective. This study also attempts to discover the hidden riveting story of the political connection between Washington and energy in the US domestic politics, and to explore the US energy politics mechanism. Despite massive job opportunity and economic prosperity that the project might create in the future, the project has been stalled for the last 6 years or so because of President Obama s rejection and Democrats block of the Keystone XL bill for environmental reasons. However, Obama s stance is quite dubious. In early 2012, In January 2012, the Keystone XL Pipeline Project was rejected President Barack Obama who has adopted environmental policies in energy field. However, right before the election in 2012, President Obama deferred the approval on the newly proposed project report on account of concerns about serious environmental risks and limited time for a full assessment. The study argues that the problems of Keystone XL pipeline represents beyond simply oil pipeline and explains more than environmental reasons. And it argues that this project became highly political and reveals the irreversibly nexus between energy and politics in the US soil, which has been established for several decades.
