미국의 아시아 재균형정책에 대한 안보담론과 부상하는 중국: 주류 및 비판적 국제정치이론을 통한 고찰

국문 초록

이 논문의 목적은 두 가지이다. 첫째, 미국 오바마행정부의 아시아 외교안 보정책인 재균형정책이 정부문서와 정책결정자들의 언술을 통해서 어떻게 기술되는지를 시기적으로 탐구하는 것이다. 둘째, 미국의 재균형정책이 미중 관계에 관련된 안보담론을 통해서 어떻게 논의되는지를 주류 및 비판적 국제관계이론의 맥락에서 고찰한다. 이를 통해서, 이 논문은 두 가지 질문에 답하고자 한다. 첫번째 질문은 오바마행정부 정책결정자들이 추구하는 재균 형정책의 의미, 범위와 초점이 시기적으로 어떻게 변화하는가이며, 두번째 질문은 재균형정책에 영향을 미치는 안보(불안)담론이 어떠한 방식으로 동북 아시아 국제관계에서 자아와 타자의 경계짓기를 하는가이다. 이러한 자아/ 타자의 경계 짓기는 동북아 역내국가들의 위협인식와 상호간의 외교행태에 영향을 미칠 가능성이 큰 관계로 면밀한 탐색이 요구된다. 이 논문은 재균 형정책의 의미, 범위 및 초점이, 정책적 일관성을 유지해야할 정책결정자들에 의해서 군사안보중심에서 포괄적으로, 다시 군사안보 중심적으로 변화하 였음을 지적할 것이다. 또한, 미국의 재균형정책과 관련된 두 개의 안보담론 –위협으로서의 중국, 도전으로서의 중국–은 주류 국제정치이론의 토대 위에서 그 이론에 부합하는 특정한 안보현실(안보불안의 문화)과 정책적 함의 (타자에 대한 정복과 동화)을 생산하고 있음을 주장할 것이다. 즉, 중국위협과 중국도전이라는 두 개의 안보담론은 주류 국제관계이론의 지배적 지위와 기존의 강대국중심 국제정치 권력관계에 봉사하는 경향성을 가지게 된다. 주류 국제정치이론에 기반한 안보담론은 패권국을 위한 문제해결적, 체제유 지적인 보수성을 가진다. 이러한 담론이 하나의 자명한 상식으로 통용이 될때, 21세기 복잡다단한 국제관계에 대한 우리 상상력은 협소화된다. 다시 말해서, 주류 국제관계이론을 발전시키고 비판적으로 소비함과 동시에, 비전통적 국제관계 및 다학제적 관점과 다양한 이론화 방식에 대한 열린 태도가 요구된다.

영문 초록

The aim of this paper is twofold. The first is to chronologically explore the official representation of the Obama administration’s Asian security policy, U.S. Rebalance toward Asia, elaborated in public statements, and the second is to examine the ways in which the U.S. rebalance is debated through in/security discourses on rising China vis-à-vis the U.S. in the twenty-first century, in terms of mainstream and critical IR theories. In so doing, this paper tries to address 1) the questions of how the intended meaning, scope, and focus of the U.S. rebalance have been evolved by its key policy makers supposed to be consistent, and 2) the question of how the major in/security discourses informing U.S. rebalance to Asia inscribes the boundaries between the self and the others in East Asian international relations, which could shape threat perception and foreign behavior of the U.S. as well as regional countries. This paper will point out that the meaning, scope, and focus of U.S. rebalance have been changed over time by its key policy-makers from security-centric to comprehensive to security-centric again. This paper argues that the two major perspectives–China threat and China challenge–on U.S. rebalance are likely to produce certain realities and particular policy implications informed by mainstream IR perspectives, which serves the perspectives themselves and the existing power configuration. They seem to be boxed in mainstream IR which is system-maintaining and problem-solving, possibly leading to the (re)production of a culture of insecurity in the region.
