국문 초록

지역금융협력이 세계 지역 곳곳에서 나타나기 시작하면서, 보편적인 지역협력의한 형태로 자리잡아가고 있다. 흥미로운 점은, 그러한 지역금융협력을 위한 제도의 다양성이 존재한다는 것이다. 왜 국가들은 지구적인 금융제도 외에, 지역금융 협력을 위한 제도를 만드는가? 어떻게 그러한 제도들 간의 차이가 생성되는가? 많은 경제학 논문들이 이러한 지역금융협력의 경제적 효과에 대해서 주로 논의해온 것에 비해, 정치학에서는 많은 관심을 받지 못했다. 본 논문은 이러한 현상들의 정치적 동인을 분석하며, 특히 지역 패권국의 사안 연계에 의한 측면 보상과 주변 국들과의 정치적 유사성에 중점을 둔다. 본 논문은 비교 역사적 분석을 통해 동아 시아와 포스트소비에트 공간의 사례를 다룬다.

영문 초록

Regional financial cooperation is now prevalent in almost every region of the world, and the depth and scope of cooperation vary across regions. Why do states create regional financial institutions? How do they have different types of such institutions? Despite its important implication in terms of how we cooperate, students of international relations paid little attention to political mechanisms of regional financial cooperation, while the economic literature focuses mainly on economic benefits to explain why institutions are created. This article focuses on regional powers, which are often major initiators or strong promoters of regional institutions. This article argues that hegemon s side-payments as well as transparency with those of neighboring states are important factors. This article employs comparative-historical analysis with the method of process-tracing to compare the cases of East Asia and the post-Soviet space. Findings largely support the argument.
