한국 ODA 정책의 기원: 경쟁가설과 경험적 분석

국문 초록

한국 ODA 정책에 관한 많은 기존의 연구들에도 불구하고 자난 30여 년간의 한국 ODA 규모와 추이에 관한 연구는 많지 않다. 이 글은 이러한 연구를 시도하 려고 한다. 한국 ODA 정책의 근원은 연구하기 위하여 6가지 다른 가설들을 도출하였다. 첫째는 이익 가설이다. 이 가설은 한국 정부가 특정 이익을 추구하기 위하여 ODA 정책을 변화시켰다고 주장한다. 두 번째 가설은 해외 압력 가설이다. 이 가설은 한국 정부가 세계 사회의 요구와 압력에 대응하는 방식으로 ODA 규모를 증가시 켜왔다고 주장한다. 세 번째 가설은 능력 가설이다. 이 가설은 한국 정부가 단순히 ODA를 증대시킬 수 있는 능력을 확보하면서 자연스럽게 ODA 규모를 증가시켜 왔다고 주장한다. 네 번째 가설은 경쟁 가설이다. 이 가설은 인접 국가들과의 경쟁 과정 속에서 한국 정부의 ODA 정책의 기원을 발견하려고 한다. 다섯 번째 가설은 이념 가설이다. 이 가설은 한국 정책결정자들의 인식, 지식과 이념의 변화가 한국 ODA 정책 변화의 핵심이었다고 주장한다. 여섯 번째 가설은 국내정치 가설이다. 이 가설은 한국 사회에서 ODA 관련 인식공동체의 등장이 한국 ODA 정책의 변화를 이끌었다고 주장한다. 이러한 가설들을 경험적으로 분석하기 위하여, 이 연구는 상관관계 분석과 다중 회귀 분석을 시도하였다. 경험적 분석의 결과는 다음과 같다: 이익, 해외 압력, 능력, 이념, 그리고 국내 정치적 요인들이 한국 ODA 정책 변화를 부분적으로 설명하고 있다는 것이다. 그러나 제한된 자료와 한국 ODA 정책의 짧은 역사로 인하여, 이러한 경험적 결과는 한계가 있다고 판단되고, 더 많은 다른 국가와의 비교 연구가 필요하다고 판단된다.

영문 초록

Despite increasing literatures on Korean ODA policies, there have been few researches on changes in the total Korean ODA volume and trend during the past several decades. This study tries to fill that research gap. In a way to try to explain origins of the Korean ODA policy, six competing hypotheses are created. First is the interest hypothesis. This hypothesis argues that the Korean government changed its ODA policy to pursue certain interests. The second hypothesis is the foreign pressure hypothesis. This hypothesis argues that the Korean government has increased its foreign aid volume to meet increasing demand and pressure from the global society. The third hypothesis is the capacity hypothesis. This hypothesis argues that the Korean government has been able to increase its foreign aid just because it has become more able to do so. The fourth hypothesis is the competition hypothesis. This hypothesis tries to find the origin of Korean ODA policies in competition with neighboring countries. The fifth hypothesis is the ideology hypothesis. This hypothesis argues that change in perception, knowledge and ideology of Korean policy makers plays a decisive role in changing Korean ODA policies. The sixth hypothesis is the domestic politics hypothesis. This hypothesis argues that emergence of aid-related epistemic community in the Korean society has changed Korean ODA policies. Based upon the correlation analyses and multiple regression analyses, this paper concludes that interest, foreign pressure, capacity, ideology, and domestic political factors can partially explain origins of Korean ODA policies. However, because of limited data and short period of Korean ODA giving history, this conclusion is tentative, and more comparative researches are recommended.
