국문 초록

본 연구는 한국 국회의 상임위원회 보좌인력 제도가 어떠한 문제점을 가지고 있는지, 그리고 이러한 문제점을 어떻게 개선할 수 있는지를 논의하고 있다. 미국 의회 상임 위원회와의 비교 분석 결과, 국회 상임위원회 보좌인력은 수적 부족, 검토 및 심의 기간의 부족, 충원과 인사관리 문제, 중립성 요구에 따른 활동의 제한, 그리고 자료 접근의 제한 등으로 인해 그 전문성에 크게 제약을 받고 있는 것으로 나타났다. 상임위 원회의 전문성은 상임위원회가 여러 가지 이익에 대한 충분한 이해와 조정을 바탕으로 최적의 법률을 만들고 행정부를 적절히 견제ㆍ감시하기 위한 필수적인 조건이다. 따라서 상임위원회의 전문성에 직접적인 영향을 미치는 보좌인력의 전문성 제고를 위한 제도적 개선이 요구된다. 본 연구는 국회 상임위원회 보좌제도 개선 방안으로서 전문인력의 확충과 충원 시스템의 개선, 인사관리의 개선, 보좌인력의 중립성에 대한 재고와 자율성의 확대, 정보 소스의 다양화를 위한 환경 조성과 충분한 검토 기간의 확보를 제안하고 있다.

영문 초록

This study discusses about the committee staff system in the Korean National Assembly focusing on what problems the committee staff system has and how the system can be improved. By comparing the committee staff system in the Korean National Assembly with that of the U. S. Congress, this study discovers that the professionalism of committee staff members in the Korean National Assembly is limited by several important factors including the lack in staff number. The professionalism of the national assembly committees is essential for the committees to fulfill their key functions which include making an optimal law and watching the executive. Thus, it is necessary to increase the degree of the professionalism of committee staff members that has a direct effect on the professionalism of the assembly committees. As ways to improve the degree of the professionalism, this study makes several suggestions: expansion of professional committee staff, improvement of staff recruiting system and personnel management, reconsideration of neutrality required to committee staffs, expansion of autonomy of committee staffs, diversification of information sources, and enough time to review a legislative bill.
