영국의 정보주도형 경찰활동 분석

국문 초록

문재인 정부는 출범 초기에 국가정보원을 해외안보정보만을 다루는 기관으로 개편하겠다는 계획을 발표하였다. 국가정보원의 국내정보 기능이 사실상 폐지된다면 그 동안 국가정보원과 더불어 정보기능의 한 축을 담당하고 있던 경찰의 국내정보 활동이 그만큼 중요해지는 상황이 된다. 그러므로 경찰의 정보활동도 향후 어떠한 방향으로 변화되어야 할지에 대한 종합적인 검토와 연구가 시급하다고 할 것이다. 본 연구에서는 영국 경찰의 국내 정보활동을 문헌고찰과 심층면담기법을 통해 분석하였다. 영국은 사회안전 확보를 위해 정보주도형 경찰활동(Intelligence Led Policing)을 활발히 전개하고 있으므로, 영국사례의 분석을 통해 한국적 현실에 맞는 대안을 찾는데 도움이 될 수 있기 때문이다. 영국은 국내정보의 경우 경찰이 매우 중요한 역할을 수행하고 있으며 최고정책결 정권자의 의사결정에 필요한 치안정보도 적극적으로 제공하고 있다. 다만 이러한 정보들을 독점하는 것이 아니라 정보공동체와 공유하고 상호 협력하도록 하고 있다. 결과적으로 영국 경찰은 정보주도형 경찰활동을 통해 정보 수집과 분석을 체계적으로 수행하고 있으며, 효과적인 국내정보활동을 수행하고 있다고 볼 수 있다. 이러한 분석 결과를 바탕으로 본 연구에서는 우리나라에서도 국가정보원의 개편과 더불어 정보주도형 경찰활동의 본격적인 도입을 제안하였다.

영문 초록

The Moon Jae-in administration announced plans to reorganise the National Intelligence Service (NIS) as an agency that deals only with foreign security intelligence at the beginning of his term. If the NIS domestic intelligence function is virtually abolished, the domestic intelligence activities of the National Police, which is also in charge of the intelligence function along with the NIS, become more important. Against this backdrop, there is a growing need for strengthening domestic intelligence activities to secure the safety of Korean people. Therefore, it is urgent that the future direction of police intelligence activities should be examined and researched comprehensively. In this study, the intelligence activities of the UK police were analysed through literature review and in-depth interview techniques. As the UK is actively engaged in Intelligent-Led Policing (ILP) to secure social safety, an analysis of UK cases can help find an alternative which fits into the Korean situation. The UK police play a very important role in domestic intelligence and actively provide top decision-makers with crime intelligence necessary for decision-making. However, these intelligence are not monopolised, but are shared with the intelligence community (IC) with full cooperation. As a result, the UK police systematically conduct intelligence gathering and analysis through ILP and it can be said that it is carrying out effective domestic intelligence activities. Based on the results of this analysis, this study proposed the adoption of ILP in the Korean police as well as the reorganisation of the NIS.
