충무공 이순신의 혁신적 인사관리 고찰

국문 초록

임진왜란이라는 조선의 국난의 중심에 충무공 이순신이 있으므로 해서 그 국난을 슬기롭게 극복하였다. 임진왜란 106회의 전투행위 가운데, 해상전투가 29회 있었으 며, 그 가운데서 26회를 충무공이 지휘하여 전승(全勝)을 거두면서 임진왜란은 종료 되었다. 이러한 승전(勝戰)의 요인에는 무엇보다도『난중일기』와『임진장초』를 중심으로 특히 인사관리, 즉 인적자원[노동력]의 업무적 기능[확보․개발․보상․통합․유 지]을 관리[기획․조직․지휘․조정․통제]하는 것을 살펴보았다. 충무공의 업적 가운데서 가장 돋보이는 것이 외국의 영웅들은 모든 인적․물적 자원을 국가에서 완전히 공급해주었던 반면에, 충무공은 바로 스스로 해결했던 데서 찾을 수 있다. 충무공의 인사관리는 한마디로, 당시의 봉건적 상하종속적 유교사회의 현실로 보아, 그가 현장에서 가장 효율적․효과적으로 쓰일 수 있는 현장 중심의 혁신적 인사관리를 실천한 것이 특성의 핵심이기도 하다. 그래서 충무공의 인사관리의 특성을 요약하면, 첫째, 부하․백성을 최우선하는 만전지계(萬全之計); 둘째, 혁신적 인사관리에로 도전; 셋째, 부단한 창의성을 발휘한 실효적 교육훈련; 넷째, 노력한 만큼의 철저한 보상; 다섯째, 과업중심의 통합적 리더십; 여섯째, 생명을 버림으로써 안전을 확보․유지하는 필사즉생의 위기관리이다. 이러한 인사관리는 과히 혁신적이며, 현대의 과학적 학문으로 발전한 경영학의한 분야에서 조명한 결과 현대의 인사기능 면에서 현대에 탄생한 문화를 제외한 어떠한 분야에서도 세부기능을 이행했다는 점에서 탁월한 리더십을 가졌다. 그래서 400여 년 전의 충무공의 혁신적 인사관리의 특성을 가진 것에서 교훈삼을 수있는 현대적 인사관리는, 첫째, 현대적 개념의 인사관리 시스템을 이미 운용; 둘째, 현대 인사관리의 도전이라는 측면을 살필 수 있으며, 이에 따라 우리는 현대에 서서 과거를 본 충무공의 혁신적 인사관리에서 느꼈듯이 새로운 발전적 미래를 찾을 수 있다고 본다.

영문 초록

Chungmukong Lee Sunseen sagaciously overcame the country in her darkest hour, as he is in the center of a national crisis of Chosen(朝鮮) ― Imjin-Wairan(壬辰倭亂). In the 106 times of the Imjin-wairan hostile action, 26 out of Naval combats were 29, Chungmukong took command of them, winned complete victory, and Imjin-wairan was come to an end. In such a primary factors of the continuative victory, befor everything else, centering around NanjunIlgi(난중일기) and Imjinjangcho(임진장초), especially, personnel management, namely look round the management of the service functions of humanresources[manpower]. In the middle of a work of Chungmukong, to be extremely shown to advantage, We could foundout that heroes of foreign have completely supplied all human․material resources at a country to perfect, on the other hand, Chungmukong have properly fixed up them by himself one and only. Personnel management of Chungmukong, in a word, in those days actuality of feudal upper and low subordinate Confucianism world, that he had efficiently and effectively acted up transformational personnel management of center of the actual scene on a very spot where the battles took place, is a key of the character. So to sum up personnel management of Chungmukong, the first, a carefully thought-out plan taking precedence of the followers․the people; the second, challenge to transformational personnel management; the third, effective education and training to show ceaseless originality of thought; the fourth, all-out reward so much as efforts; fifth, integrated leadership task-oriented; sixth, crisis management of a preparedness for death to take safety as security and maintenance. Such a personnel management is excessively reformative, as a result clarified in a sphere of a business administration study developed up-to-date scientific learning, in a contemporary personnel function, he had superior leadership from performed detailed functions at any field except a culture come in to the world nowaday. So above 400 years ago, modern personnel management learning a good lesson from the peculiarity of Chungmukong s transformational personnel management, the first, practiced beforehand modern personnel management system; The second, could inspect closely from side of a challenge of modern personnel management, thereupon we could found expensive future as if we are impressed Chungmukong s transformational personnel management that have gone through a past an example standing at the present age.
