예술인의 소득 지위와 격차

국문 초록

본 연구의 목적은 예술활동의 근로성을 인정하는 최근의 경향에 비추어 예술인의 후생(well-being)이라는 차원에 대한 검토가 그동안 부족했다는 문제의식 하에 우리나라 예술인의 소득지위의 취약성 정도를 실증적으로 파악해 보는데 있다. 그동안 소수 인기 작가를 제외하고 대부분의 예술가들이 저소득으로 인해 예술활동은 물론 생계에 어려움을 겪고 있다는 지적이 있었고 이에 대한 다양한 예술인 지원정책이 이루어져 왔으나, 정작 예술인들의 소득지위에 대한 체계적인 검토 및 분석 결과는 찾기 어려웠다. 따라서 정책의 타당성이나 효과성 측면에서 지속적인 비판이 이루어져 왔는데 여기에는 예술분야의 특성 상 체계적 소득정보의 획득 자체에 어려움이 있다는 점도 한 이유가 된다. 이에 본 연구는 다소 제약적이긴 하지만 문 화체육관광부에서 실시한 󰡔2015 예술인 실태조사󰡕를 자료로 활용해 우리나라 예술인의 소득구조에 대한 검토를 시도하였다. 특히 예술가의 소득지위에 대해서 다양한 하위집단의 소득수준과 소득격차 및 이들 간의 관계를 중심으로 살펴보았다. 분석결과, 우리나라 예술인의 소득수준은 일반국민에 비해 낮을 뿐 아니라 그 격차도 심각한 것으로 나타났다. 즉, 예술인 간 고소득과 저소득의 격차가 일반국민의 그것에 비해 훨씬 클 뿐만 아니라 중간소득층이 매우 작은 상황이었다. 또한 소득 불평등 수준으로 측정된 소득격차는 하위집단(예를 들어, 예술분야)별로도 상당한 차이를 보이고 있었는데, 이는 그동안 분야별 소득수준에만 주목하였던 기존 접근 의 미비점을 지적하는 결과이기도 하다. 하지만 보다 주목할 점은 예술인의 소득격 차를 설명하는데 문화예술분야 간 차이점보다는 해당 분야 내에서의 소득격차가 보다 지배적 역할을 담당한다는 점으로서 이는 기존의 분야간 형평성에 주목하였던 정책적 접근이 향후 분야내 형평성으로 전환될 필요성을 제시하는 결과라고 할 수 있다. 마지막으로 소득불평등 수준에 대한 소득원천별 기여도를 살펴보면 비예술활 동소득, 예술활동소득, 그리고 창작지원금소득 순서로 나타났는데, 비예술활동소득 이 그 자체의 불평등 수준도 높지만 전체 소득 대비 비중이 가장 높기 때문이고, 예술활동 소득은 그 자체 불평등 수준은 가장 높지만 전체 소득 대비 비중 측면에서 비예술활동보다 조금 낮아서 발생한 것으로 보인다. 이는 곧 우리나라 문화예술인의 소득활동 자체가 매우 불안정하고 편중되어 있으며 겸업을 통해 이를 보완하고자 노력하고 있음을 보여주고 있다.

영문 초록

The purpose of this study is to examine the economic status of artists in Korea. Economic status is usually measured and discussed based on the measures of income level and its disparity, but it is rather scarce in the literature when it comes to artists. It is well known that artists income as a whole is lower and irregular, and has wider distribution compared to other job holders or industries. That is why many artists hold dual jobs to complement their weak income flow. However, it is hard to find relevant literature on this issue in particular for Koreaa artists. In this study, we attempt to measure the income level and disparity of artists focusing on overall, various sub-groups , income sources and factors assuming to be related to income generation using Gini and GE(2) inequality index and their decomposition techniques. The empirical results based on 2015 Survey on Artists and Activities are as follows: First, compared to the general population, artists’ income level is lower and its disparity is more severe. Also in terms of disparity of income, females, people over 60 years, residents in the capital, people engaged in broadcasting fields, and people holding dual jobs are found to be more vulnerable than other artists. And the contribution of non-artistic income to the total income inequality is much bigger than artistic income and external funds. It reveals that economic activities of artists is so skewed which means the artists have no choice but to having more than one job. Although it is still preliminary, the results are significant to provide hints for the policy makers the hard economic dimensions artists have faced even with various policy measures to subsidize their artistic activities.
