국문 초록

본 연구는 서양 초등교육사적 맥락에서, 특히 영국의 현대 초등교육의 형성과정을 통하여 ‘primary’와 ‘elementary’의 의미를 살펴보고, 초등교육의 개념 논의의 기초를 마련하는 데 목적이 있다. 영국의 경우 1870년 교육법을 기점으로 학령기 아동들에 대한 국가적 책임의 인식이 높아졌으며, 무상과 의무교육이 강조되었으며, 정부의 초등 및 중등학교들이 설립되고 교육에 대한 중앙 정부의 통제는 높아졌다. 영국의 현대 초등교육의 전통은 elementary, preparatory, 그리고 development의 세 가지 전통의 상호작용으로 이루어져 왔으며, 경제적, 종교적 및 사회적 변화 속에서 오랜 역사를 통해 형성되어 왔다. 초등교육(primary education)이라는 개념은 Hadow 보고서(1926)에서 처음 사용되고, 1944년의 Butler의 교육법에 의해 현대 영국의 기본 교육제도가 마련되었으며, 초등학교인 primary school과 중등학교인 secondary school가 분리되었다. 이렇게 영국의 초등교육의 역사에서 나타난 primary와 elementary의 단어를 정확히 이해하고 그 용어를 사용하는 것은 초등교육의 개념화 논의에 있어서 중요하다. 물론 우리나라 현실에서 elementary와 primary를 혼용해서 사용하는 것은 다소 무리가 있기 때문에, 우리나라의 교육제도와 교육 맥락에서 primary와 elementary를 통한 초등교육의 개념화 논의는 앞으로 더욱 활발히 논의되어야 할 것이다.

영문 초록

The purpose of this paper is to discuss the meaning of primary and elementary in contexts to the history of western primary education, especially In Great Britain. In Great Britain, previous to 1870, the state had generally ignored its duty to provide for the education of poor children. Education Act of 1870 was to make provision for the instruction of all children of school age. It is considered three traditions in English primary education: the elementary, the preparatory and developmental. The developmental tradition grew out of the elementary and the preparatory traditions that aspect of schooling which in secondary school, with background of the primary educational change of the Great Britain have greatly been due to the economic, religious and social change. The concept of primary education originated with the Hadow Report in 1926, and the Butler Education Act of 1944 established the Tripartite System, and defined the modern split between Primary and Secondary education at age 11. The primary education in England is normally conducted through Infant and Junior schools or a combined Primary school, The educational system in Great Britain was in process of continuous change and innovation with its long history. It is important that the conceptualization of primary and elementary should be written in exactly terms which keep truth from being distorted. Thus It is not advisable to mix primary and elementary by American English and British English. in Korea. Surely the conceptualization of primary and elementary in Korea can be difficult, but it need to use the terms for establishing and understanding the identity of primary education in contexts to the educational system and nature of education in Korea.
