국문 초록

최근 윤리문제와 관련한 사회제반 여건, 특히 공직사회 윤리수준 제고를 위한 리더십 접근방법으로 윤리적 리더십에 대한 관심이 높아지고 있다. 본 연구는 공무원의 윤리적 리더십이 윤리의식인 조직청렴도와 비윤리적 친조직행동에 미치는 영향을 확인하고자 하는 목적으로 수행되었다. 가설검증을 위해 기획재정부 등 10개 중앙부처 공무원 408명을 대상으로 2017년 8월 7일부터 3주간 설문조사를 실시하였다. 연구문제 규명을 위해 빈도 분석, 신뢰 성 검증, 상관분석, 기술통계분석, 회귀분석을 실시하였다. 연구결과는 첫째, 인구사회학적 분석을 통해 정부 부처들 간 청렴도 등 개별 분석요인과 관련해 유의미한 차이가 있었다. 둘째, 윤리적 리더십이 조직청렴도에 정(+)의 영향을 미치는 것으로 나타난데 반해 셋째, 윤리적 리더십이 비윤리적 친조직행동에는 유의한 결과가 조사되지 않았다. 본 연구는 조직 내 부패구조 해소와 관련 구성원의 청렴도 증진을 위해 현장 관리자의 윤리적 리더십 발휘가 매우 중요하다는 것을 보여준 반면, 비윤리적 친조직행동의 경우, 현실 상황 적용에 있어 개념적 정립이 어려운 복잡성으로 인해 후속연구의 필요성을 시사하고 있다. 이번 연구가 사적 영역 중심으로 일부 연구되어온 윤리성 문제를 공공부문인 중앙부처 공무원을 대상으로 시도하여 기존 선행연구와 차별화를 시도했다는 점에 중요성이 있다고 하겠다. 특히 이번 연구를 통해 국민권익위원회 공공기관 청렴도 측정 및 공무원 대상 청렴교육과 함께 향후 질적· 양적 연구 확대를 통한 공공부문 리더십 연구를 구명하였다는 점에 의의가 있었다.

영문 초록

Recently, the concern for ethical leadership has been increasing as all aspects of social conditions related to ethical issues, especially as a leadership approach for increasing ethical levels in public sector. This study was performed to verify the impact of public official s ethical leadership on ethical consciousness, such as organizational integrity and unethical pro-organizational behavior. The survey was conducted for testing hypotheses to 408 public officials in 10 central government agencies in Korea for three weeks started from August 7th, 2017. Analysis of frequency, reliability verification, correlation analysis, descriptive statistic analysis, and regression analysis were conducted to determine research subjects. The results of this study are as follows: First, there are meaningful differences among the government agencies concerning individual variables such as integrity, in terms of social demographic characteristics. Second, ethical leadership has a positive effect on organizational integrity while thirdly, manager s ethical leadership is irrelevant to unethical pro-organizational behavior. This study demonstrated that field supervisor should show the ethical leadership to solve the structural corruption in organization and to enhance integrity in members, while it is implied that follow-up researches needs to be supplemented on unethical pro-organizational behavior concept because it is complicated to apply in real circumstances until now. This study was attempted to discriminate by examining the ethical issues such as integrity and ethical leadership for central government agencies, while the previous researches have been examined for private sectors.
