중등 교장의 자격연수 직무역량 요구 분석

국문 초록

본 연구는 중등 교장의 자격연수 직무역량에 대한 요구 분석을 통해 자격연수 직무역량 재설정을 위한 시사점 도출을 목적으로 하였다. 이를 위해 교장 자격연수 표준교육과정에서 제시하고 있는 기본소양 영역, 역량 영역, 전문 영역의 세부 역량별 중요도와 수행도로 구성되는 조사 도구를 개발하고, 전국 17개 시·도 중·고등학교 교장을 대상으로 설문 조사를 실시하였다. 자료 수집 결과 119개 중·고등학교 교장이 설문에 응답하였으며, 수집 자료는 PASW Statistics 18.0 프로그램을 활용하여 집단 간 평균 차이 검증과 중요도-수행도 분석(Importance-Performance Analysis[IPA])을 실시하였다. 주요 분석 결과를 정리하면, 직무역량별 중요도와 수행도 분석 결과 ① 중요도 평균값이 수행도에 비하여 높고, ② 학교장 리더십과 조직·인사 역량군의 중요도와 수행도 평균값이 다른 역량군에 비하여 상대적으로 높으며, ③ 세부 역량별로는 교원공통 역량군에 속하는 윤리의식, 책임감 역량과, 학교장 리더십 역량군의 긍정적 사고, 배려(상호신뢰), 의사소통, 상황대처능력, 갈등관리 역량과 조직·인사 역량군에서는 의사결정, 공정성, 의사소통, 갈등 관리 역량 등이 동일 영역 및 역량군의 직무역량에 비하여 중요도와 수행도가 높게 나타났다. 끝으로 ④ 중학교와 고등학교 간 직무역량 집단 간의 평균 차이는 교원공통 역량군의 비판적 이해 역량이 수행도에서, 조직·인사 역량군의 의사결정 역량이 중요도에서 각각 통계적 유의미성을 확인할 수 있었다. 이상의 결과를 바탕으로 본 연구에서는 현행 교장 자격연수 직무역량 항목의 유지·집중 영역 중심으로의 재편성 및 유사 또는 중복 직무역량의 재구성, 낮은 우선순위와 과잉노력지양 영역으로 분류된 자격연수 직무역량에 대한 문제 분석 등의 필요성을 제시하였다.

영문 초록

The purpose of this study was to analyze the actual status of secondary school principals qualification training job competencies. For this purpose, we developed a survey tool that is composed of the basic literacy, competence area, and the importance and performance of each area. The questionnaires were distributed to secondary school principals in 17 provinces and cities. As a result of the data collection, 119 middle and high school principals responded to the questionnaire. The collected data was analyzed by Importance-Performance Analysis (IPA) using the PASW Statistics 18.0 program. The main results of the analysis are summarized as follows: 1) The importance level average is higher than the performance level; 2) Leadership, organizational, and personnel competence of the school principals were significantly higher than those of other competencies; 3) ethical consciousness, responsibility, principal positive thinking, care, mutual trust, communication, situation coping, conflict management, decision making, fairness, communication, and conflict management competence were higher in importance and performance than the job competence of the same area and competency group; and 4) The mean difference between the middle and high school job competence groups was statistically significant in the critical understanding performance competence and the decision importance of the organization and the personnel competency group. Lastly, the results of the IPA showed a difference in the distribution of secondary school and high school principals’ job competencies.
