국문 초록

이 연구의 목적은 새 정부의 소득주도 성장론의 기초인 포스트케인스주의 성장론을 소개하고 한국의 논쟁을 검토하는 것이다. 이 연구는 먼저 포스트케인스주의 성장론의 이론과 실증연구들을 살펴보고, 그 의의와 한계 그리고 발전방향을 논의한다. 또한 정부의 소득주도성장의 배경과 정책을 살펴보고 이에 대한 비판들에 대해 반비판을 제시한다. 포스트케인스주의 성장론은 기능적 소득분배가 총수요에 미치는 영향에 대한 분석에 기반하여 노동소독분배율 상승이 성장을 촉진할 수 있다고 주장한다. 이 이론은 경제성장에서 간과되어 온 소득분배와 수요의 중요성을 조명하여 수요측과 공급측을 통합하는 거시경제 분석에 기여한다. 그리고 한국에 관한 여러 실증연구들은 노동소득분배율의 상승이 소비를 크게 증가시키지만 투자와 순수출에 미치는 영향은 미미하여 한국경제가 임금주도체제라고 보고한다. 이를 고려하면 새 정부의 소득주도 성장에 대해 제기되고 있는 비판들은 근거가 미약하다. 한편 소득주도 성장의 실현을 위해 정부의 소득재분배 강화를 포함한 보다 현실적인 정책수단이 요구되고 있다.

영문 초록

This paper aims to survey the Post-Keynesian growth theory and examine the related debate in Korea. It studies theoretical models and empirical studies of Post-Keynesian wage-led growth, and discusses its contribution and future development. Besides, it refutes criticism of income-led growth of the new Korean government after examining its background and policy measures. The Post-Keynesian growth theory argues that a rise in the wage share could promote aggregate demand and economic growth, based on the analysis of the effects of functional income distribution. It sheds light on the importance of income distribution and demand on economic growth, thereby contributing to the analysis of the economy to incorporate the demand side and the supply side. Many empirical studies about the Korean economy find that it is the wage-led regime since a rise in the wage share increases consumption a lot while it has little effect on investment and net export. After investigating the criticisms of the income-led growth strategy, the paper also argues that they are without foundation. Finally, more realistic policy measures are called on so that Koreans can achieve income-led growth successfully.
