생애소득에 의한 소득분배 실증연구

국문 초록

본 연구는 패널자료(KLIPS)를 이용하여 1998~2015년 동안 우리나라의 소득분배에서 나타난 코호트효과를 연구하였다. 이를 위하여 연간소득(annual income) 대신 생애소득(life-time income)을 이용한 소득분배지표를 이용하였다. 생애소득을 이용한 주요 결과는 다음과 같다. 첫째 1960년 이전에 출생한 코호트의 경우 후속 세대의 소득분배지표는 이전 세대와 큰 차이가 없었지만, 1960년 이후 태어난 코호트의 경우 후속 세대의 소득분배지표는 이전 세대보다 더 낮았다. 둘째 1960년 이전에 출생한 코호트의 경우 후속 세대의 생애소득과 이전 세대의 생애소득은 차이가 있다고 보기 어렵지만, 1960년 이후 태어난 코호트의 경우 후속 세대의 생애소득은 이전 세대의 생애소득보다 더 많았다. 셋째 연간소득에 의한 타일 및 MLD지수의 분해결과에 따르면 시간이 흐름에 따라 연령집단 간 성분의 중요성이 커지는 것으로 나타났다. 이 결과는 각 세대를 위한 유의미한 정책 시사점을 제공한다. 현재의 노인층은 연령효과와 코호트효과로 인해 이중의 고통을 받는 세대이다. 하지만 현재의 중장년층은 조금 다르다. 중장년층 내의 소득분배는 이전 세대보다 상대적으로 균등할뿐만 아니라 그들의 생애소득도 이전 세대보다 상대적으로 많기 때문이다. 소득분배에 관한 한, 세대별 맞춤정책이 필요할 것이다.

영문 초록

We studies the cohort effects on the income distribution in Korea during 1998~2015, using panel data(KLIPS). We focus on income distribution indices based on life-time income, which is better than that based on annual income. Main results are as follows. First, life-time income distribution indices of younger generations were not larger than those of older generations for cohorts born before 1960, and have been getting smaller for cohorts born after 1960. Second, life-time incomes of younger generations were not larger than those of older generations for cohorts born before 1960, and have been getting larger for cohorts born after 1960. Third, the decompositions of Theil and MLD index by age show that between-group components have been more important in explaining the overall income distribution. Our results have meaningful policy implications for the specific generations. The present old groups suffer from the age effects and cohort effects. But the present middle-aged groups may not be that case because their within-cohort income distributions are better and their life-time incomes are larger than present old groups. We need generation-by-generation policies.
