국문 초록

한국 최대의 법정 민간모금기관인 사회복지공동모금회는 2008년 기준 2,500억원을 배분하였으며, 이 중 62%에 달하는 1,550억원을 기초복지지원사업에 할당하고 있다. 기초복지는 그 특성상 국가복지의 책임 영역임에도 불구하고, 모금회는 국가복지가 충분히 포괄하지 못하는 기초복지를 보완하는 역할을 수행해왔다. 본 연구의 목적은 모금회 배분사업의 절대적 비중을 차지하는 기초복지지원사업의 실태를 정확히 파악하고, 모금회의 역할과 국가복지와의 관계 측면에서 기초복지지원사업의 발전적 개선을 모색하는 데 있다. 실태파악을 위하여 모금회 내부의 배분원자료를 활용하여 기초복지지원사업의 총량적 특성 및 개인별 수혜 특성을 분석하였으며, 기초복지지원사업의 평가를 위해 논리모델을 활용한 평가틀을 구성하여 모금회 기초복지지원의 필요성, 투입 및 활동의 적절성, 산출 및 성과에 대한 평가를 수행하였다. 이와 같은 분석결과에 기반하여, 본 연구에서는 모금회 기초복지지원사업의 효과적 배분을 위한 개선방안, 모금회 기초복지와 공공 기초복지 간의 적정 관계 정립 및 역할분담 방안 등을 제안하였다.

영문 초록

The Community Chest of Korea (CCK), the Korea s largest non-governmental fundraising body established by the special law, allocated totally KRW 250 billion in 2008 and 62% of them, around KRW 155 billion, alloted for its Basic Security Project (BSP), a program responding to basic needs. While the basic security is basically in charge of the government, CCK has made up the public s role because the governmental basic welfare has been insufficiently offered . In this study, the foci are two-folds. The first one is to identify the realities of BSP which takes considerable part of the CCK s allocation. The second one is to evaluate the projects and to give recommendations for its improvement. The CCK s allocation raw data were analysed to understand overall and individual characteristics of BSP and the qualitative data were also analysed to identify and evaluate the decision-making process of the allocation of BSP. An evaluation framework of BSP was constructed by using logic model. Following this framework, the necessity and appropriateness of BSP were evaluated in the aspects of output and outcome as well as of input and activities. Based on the results of these analyses, this study proposed more effective schemes for allocation of BSP as well as plans to establish a proper relationship between CCK and the public in terms of basic welfare.
