국문 초록

본 연구의 목적은 자립생활서비스 이용 중증장애인의 사회참여에 대한 자립생활센터의 조직효과를 검증하여 자립생활센터가 장애인복지서비스 전달체계의 한 축으로 자리매김하는 데 있어 중요한 정책적 및 실천적 함의를 제시하는 것이다. 이를 위해, 본 연구는 장애의 문제와 개입의 소재를 바라보는 관점인 장애패러다임으로 자립생활패러다임을, 이론적 관점으로 다차원 모델을, 방법론으로 위계적 선형모형을 적용하였다. 본 연구의 주요 연구결과는 다음과 같다. 첫째, 무조건적 평균모형 분석결과, 중증장애인의 사회참여에 대한 조직효과를 검증함에 있어 위계적 선형모형을 적용할 타당성이 입증되었다. 둘째, 무조건적 기울기모형 분석결과, 우선 고정효과 분석결과를 살펴보면, 고용, 주관적 건강상태, 개인내적 역량 강화 및 신체적 기능이 중증장애인의 사회참여에 영향을 미치는 것으로 나타났다. 다음으로, 무선효과 분석결과, 고용여부를 제외한 나머지 모든 개인요인이 센터이용 중증장애인의 사회참여에 미치는 영향이 센터에 따라 차이가 발생하는 것으로 나타났다. 셋째, 자립생활센터의 조직요인이 중증장애인의 사회참여에 미치는 영향을 분석한 결과, 정기적 수입비율, 비장애 직원의 이직률, 지역사회 사회복지기관과 협력하는 개수, 권익옹호서비스, 활동보조서비스 및 동료상담 서비스의 실 인원, 대규모 집회 참여 횟수, 서비스 제공 시 자립생활이념/원칙을 반영하는 정도가 중증장애인의 사회참여에 영향을 미치는 것으로 나타났다. 마지막으로, 조건적 기울기 모형 분석결과, 센터소장의 리더십 수준과 권익옹호 실 인원의 상호작용효과가 검증되었다. 이와 같은 연구결과를 통해 정책 및 실천적 함의를 제시하였다.

영문 초록

The purpose of this study is to purpose important political and practical implication to help independent living center settled down as one axis of the delivery system in people with disability welfare service, by verifying the organization effect of independent living centers on social participation of people with serious disability using the independent living service. The main result of this study is as follow. First, the adequacy of adapting the hierarchical linear model is proved in verifying the organization effect on the social participation of the people with serious disability. Second, according to the result of analysing the unconditional slope model, first from the fixed effect analysis result, employment, self-recognized health condition, intra-personal empowerment, and body function affect significantly social participation of the people with serious disability. Next, from the analysis result of the random effect, there was difference among the centers in the relationship of social participation of the people with disability effected by the individual factors with the exception of employment status. Third, analysing the independent life centers organization effect, the regular income rate, the separation rate of the non-disabled workers, the number of cooperating social welfare facilities within the community, the actual staff number in personal advocacy service, personal assistant service, and peer counselling service, the number of times in participating large-scale meeting affect significantly social participation of the people with serious disability. Last, the result of conditional slope model analysis showed that, the leadership level of the center director, actual staff in rights advocacy have interaction effect. From these findings, political and practical implications are suggested.
