비형식교육 참여시간량 측정의 타당성과 신뢰성에 관한 분석

국문 초록

평생교육에 대한 체계적 관리 필요성이 날로 커지면서 평생교육 참여 정보의 수집, 분석 등이 중요해지고 있다. 평생교육 참여량과 관련한 더 다양하고 믿을 수 있는 자료의 개발이 필요하지만, 특히 비형식교육 영역이 표준화되어 있지 않은 관계로 자료 수집에 어려움이 많고, 측정의 타당성과 신뢰성에 의문이 제기된다. 따라서 이 연구는 평생교육 참여에 관한 양적 자료의 하나로서 비형식교육 참여 시간량 측정의 타당성과 신뢰성을 검토할 것을 목적으로 한다. 이를 위해 한국 평생교육 관련 통계지표의 근거 자료인 ‘평생학습개인실태조사’의 2014년 평생교육 참여 시간 자료를 사용하여 비형식교육 참여 시간량 측정의 타당성과 신뢰성을 검토한다. 연구결과, 첫째, ‘평생학습개인실태조사’ 도구는 특히 참여시간량 정보를 일부 누락하는 구조적 한계를 지니고, 이는 모집단 통계에 영향을 미칠 수 있다. 둘째, 그럼에도 불구, 표집표본 분석 수준에서는 그 오차를 허용할 수 있다. 셋째, 비형식교육 참여 횟수와 참여 시간량 사이의 상관성이 비교적 낮은 등 두 변인을 독립적으로 다룰 수 있다. 넷째, 같은해 실시한 ‘생활시간조사’와 비교한 결과, 한국 성인 모집단의 비형식교육 참여 연평균 시간은 비교적 유사한 것으로 나타나는 등 측정 결과의 신뢰성에 큰 무리는 없다. 이상의 결과를 바탕으로 이 연구는 ‘평생학습개인실태조사’ 조사도구 개선에 관한 사항, 평생교육 참여량 관련 변인으로서 참여 횟수와 시간량의 특징, 그리고 그 연구 가능성 등을 논의한다.

영문 초록

As the interests in systematic management of lifelong education grow, it is increasingly important to collect and analyze the data involved in lifelong education. It is necessary to develop more diverse and reliable data on lifelong education participation. However, it is difficult to collect accurate data on lifelong education participation, especially since non-formal education is not standardized. This study purposes to examine the validity and reliability of measuring the amount of time spent for non-formal education, using the year 2014 data from Korean ‘Lifelong Learning Participation Survey which is the basis of the statistical index on lifelong education in Korea. The results of this study are as follows: First, the survey tool has a structural limit, especially omitting the information on amount of time of participation, which may affect the population statistics. Second, in spite of that, the observational errors could be tolerated at net sample analysis level. Third, the relationship between the participation frequency in non-formal education and the amount of the participation time is relatively low. Fourth, as compared with Korean ‘Time Use Survey’ which is conducted in the same year, the annual average of the amount of participation time in non-formal education from the Korean adult population set is relatively similar. And it is difficult to say that the reliability of the measurement has a problem. Finally, based on the above results, this study discusses the issues related to the improvement of the survey tool, the characteristics of the number of times and the amount of time as a variable related to the participation in non-formal education, and the possibility of the study.
