공공안전 분야의 빅데이터 연구동향 분석

국문 초록

본 연구는 공공안전 분야의 빅데이터 연구동향을 다각적으로 파악하여 향후 빅데이터 관련 정책과 연구가 지향해야 할 방향과 시사점을 제안하는 것에 목적을 두고 있다. 이를 위하여 공공안전 분야의 빅데이터 연구 75편을 대상으로 연구동향을 분석하 였다. 분석결과, 첫째, 공공안전 분야의 빅데이터 연구는 최근 5년 동안 꾸준히 증가하고 있는 것으로 나타났고, 이러한 증가추세는 당분간 계속될 것으로 전망되었다. 둘째, 공공안전 분야의 빅데이터 연구의 목적이 대부분 초기 연구단계에 머물러 연구범위가 제한적이었으나, 2015년부터 일부 분야에서 빅데이터 정보가 공개되면서 기술적 연구와 설명적 연구의 비중이 점차 증가하고 있는 것으로 나타났다. 셋째, 연구방법별로는 문헌분석의 비율이 70% 이상으로 높게 나타나고 있으나, 실증(통계)분석은 20% 내외로 저조하게 이루어지고 있는 것으로 나타났다. 넷째, 학문분야별로는 법학 및 사회과학을 중심으로 한 이론적 논의가 주를 이루고 있었고, 아직까지 다양한 학문적 분화는 일어나지 않는 것으로 나타났다. 다섯째, 연구주제는 빅데이터 정책 도입에 따른 개인정보보호와 기본권 침해 문제와 정책제언이 주로 이루어고 있었으며 실제 빅데이터를 활용한 분석은 저조한 것으로 나타났 다. 마지막으로 언어 네트워크 분석방법을 활용하여 핵심 키워드의 중심성을 분석한 결과, 빅데이터 공개로 인한 개인정보의 침해 우려와 규제 및 개선방안에 대한 논의가 많았고, “범죄예방”, “범죄예측”, “범죄패턴”, “프로파일링” 등의 범죄학과 관련된 핵심 키워드들도 상대적으로 높은 빈도수를 나타내고 있었다. 빅데이터 도입에 따른 개인정보의 보호와 규제는 짧은 기간동안 비교적 많은 연구가 진행되어 하위개념들을 파생시키고 있는 것으로 나타났지만 범죄예방과 범죄예측과 관련된 빅데이터 연구는 아직까지 활용빈도가 상대적으로 낮은 것으로 분석되었다.

영문 초록

The purpose of this study is to suggest directions and implications for future big data policy and research. For this purpose, this study analyzed the research trends of 75 big data studies in public safety field. The results of the analysis are as follows. First, big data research in public safety has been steadily increasing over the past five years, and this trend is expected to continue for the foreseeable future. Second, the purpose of the big data research in the field of public safety is mostly in the early research stage, and the research scope is limited. However, since big data information has been released in some fields since 2015, the proportion of technical research and explanatory research is gradually increasing appear. Third, the ratio of literature analysis is higher than 70% by the method of research, but the statistical analysis is about 20%. Fourth, theoretical discussions centered on the legal and social sciences were the main subjects of the discipline, and various academic differentiations did not occur yet. Fifth, the research topic was mainly about protection of personal information, infringement of basic rights, and policy suggestions due to introduction of big data policy, and analysis using real big data was poor. Finally, as a result of analyzing the centrality of key keywords by using language network analysis method, there were many discussions about the threat of infringement of personal information due to the disclosure of big data and regulation and improvement measures. There were many cases of prevention of crime , Crime pattern , profiling , etc., were also relatively frequent. Although the protection and regulation of personal information due to the adoption of Big Data has been conducted in a relatively short period of time and has led to the development of sub-concepts, big data studies related to crime prevention and crime prediction have not yet been used respectively.
