장애인활동보조서비스(PAS)의 제도분석을 통한 개선방안 연구

국문 초록

본 연구는 제도시행 4년째를 맞이하고 있으나 여전히 다양한 문제들이 노출되고 있는 장애인활동보조서비스에 초점을 맞춰 제도내용의 체계적 분석을 통해 제도합리화를 위한 정책적 대안을 모색하고자 하였다. 이에 제도구성요소(분석틀)에 따른 하위 요소별 핵심적 이슈를 주요 평가내용으로 삼고, 이를 국제장애인권리협약․자립생활모델 지원서비스 기본원칙․스트라스부르결 의문 활동보조서비스 기본원칙 등에 비추어 규범적․수단적 가치의 적절성을 평가하였다. 즉 대상과 관련해서는 대상선정기준의 적절성(연령기준, 장애기준), 판정체계의 합리성(조사도구 및 조사인력), 대상제한과 관련한 병급가능성 등을, 급여(서비스)와 관련해서는 급여수준(인정시간), 급여종류, 서비스단가 등을, 전달체계와 관련해서는 사업수행기관에 대한 관리운영문제, 서비스 계약(계획 및 관리), 활동보조인의 원활한 공급과 전문성강화, 서비스 질 관리 및 바우처 방식문제 등을, 재정과 관련해서는 정부재정운영(재정원천 및 재정분담), 기관재정운영, 이용 장애인의 재정부담으로서의 본인부담 등을 각각 주요 초점으로 하여 비판적 고찰과 개선방안에 대한 논의를 전개하였다.

영문 초록

This study aimed at seeking an alternative policy for the better management of the Personal Assistance Service System through the systematic analysis of the content of the system. The system still exposes a variety of problems though it has been operated for four years. In the study, the core issue of each sub-factor under the factors constituting the system was set as key content to be evaluated, and then its appropriateness as a norm and means was evaluated according to the International Convention on the Rights of Persons with Disabilities, the supporting service of independent living model and the basic principle of personal assistance service of Strasbourg resolution. That is, critical examinations and discussion over improvement plans were carried out on the following matters: with regard to allocation of the system, the appropriateness of criteria for selecting beneficiaries of the system (age, disability), the rationality of the evaluation system (tools and workers for survey) and possibility of duplicated benefit related to limiting beneficiaries; with regard to provision, the level of provision (hours accepted), the kind of provision and the price of service; with regard to delivery, matters regarding the management of an institution conducting the system, contracting services (planning and management), the smooth supply of assistants and enhancing assistants professionalism and managing the quality of services and matters of voucher method; with regard to finance, managing government finance (the source of finance and dividing finance), managing the finance of institutions, and the fee a disabled person using the system should pay for the service.
