국문 초록

본 연구의 목적은 이명박(MB)정부의 사회복지정책의 성격을 규명하고 복지정책의 방향을 제시하는 것이다. 이를 위해, OECD 국가들을 중심으로 한 국제비교에서 나타나는 한국 사회복지의 수준을 검토하고, 당면한 사회복지과제들에 대해 논의한다. 다음으로, MB정부의 등장과 함께 제시된 국정지표로서의 능동적 복지 를 검토한다. 나아가 MB정부의 사회복지정책의 성격을 규 명하기 위해 08년 09년 10년의 복지예산 특성을 능동적 복지의 차원에서 분석한다. 더하여서, 집권 초에 친기업 보수우익 의 성향을 강하게 보이다가 09년부터 친서민 중도실용 을 표방하는 변화에도 주목한다. 글로벌 금융위기 상황과 정치적 지지율의 하락 속에서 어떤 모습으로 대응하였는지에 대해서도 논의한다. 마지막으로는 이상의 논의를 바탕으로 한국 사회복지정책 방향을 제시한다. 논의를 뒷받침하는 자료로는 보건복지부를 중심으로 한 예산결산자료, OECD관련자료, 정부보도자료, 언론보도자료, 학계의 관련 연구 및 논의 등을 사용하였다. 연구자는 결론으로서, MB정부의 복지예산편성은 능동적 복지가 아닌 소극적 명목적 복지를 보여주고 있으며, 능동적 복지는 여전히 실체를 파악하기 어렵고, 기존의 상존한 복지과제(예, 국민연금, 건강보험, 빈부격차 심화, 인구고령화 등)들은 방치되고 있다고 결론짓는다. 또한 친서민 중도실용 적 복지정책은 구체성이 결여되어 있다고 비판한다. 정책제언으로서 신 빈곤에 대응하는 실질적이고 적극적인 능동적 복지가 필요하며, 국민연금, 건강보험, 빈부격차, 인구고령화를 포함한 사회보장 전반적인 재검토가 필요함을 주장한다.

영문 초록

The purpose of this study is to review social welfare policy of President Lee Myung-bak Administration, and to make some policy implication. To discuss imminent social welfare issues, the researcher diagnoses status of social welfare system of South Korea in comparison with other OECD countries. Then, this paper reviews Active Welfare , one of five major policy orientations, which include 20 policy strategies and 100 policy tasks. Specifically, to identify traits of social welfare policy at President Lee s Administration, the researcher analyzes social welfare budgets from 2008 to 2010 in terms of Active Welfare . Furthermore, this study also reviews shift of President Lee s Administration from business friendly conservative right wing to low class friendly center-pragmatism . Under the circumstance of both global financial crisis and low support rating, how Lee s Administration has coped for social welfare system will also be discussed. Finally, based on the above discussions and reviews, this paper suggests some policy implications. For this study, the researcher has used of annual government budget reports, OECD reports, news paper articles, and previous studies. One of conclusion is that annual budget indicates that President Lee s Administration is not even close to Active Welfare , but to nominal or passive welfare. Another conclusion is that the current Administration ignores imminent issues of social welfare such as national pension, health insurance, the gap between rich and poor, and aging population. Policy implication is that the Administration has to adopt both practical and active welfare policy to cope with those welfare issues.
