국문 초록

그 동안 한국의 학계에서는 한반도통일의 가치를 주로 안보적 또는 경제적 편익(便益)의 관점에서 논의해 온 경향이 있다. 인문학적 통일담론은 안보적·경제적 편익 관점의 한반도통일 가치논의를 극복하려는 시도를 했으나, 민족주의적 관점에서 한(韓)민족의 동질성 회복이나 분단 트라우마(trauma) 치유 등에 천착하며 한반도에만 분석의 초점을 맞춘 통일가치 논의를 진행해 왔다. 한반도통일은 한민족에게 안보위협의 제거와 경제적 번영이라는 편익을 가져다 줄 것이지만, 이를 초월해 인류의 보편적 가치에 기여하는 “국제공공재(國際公共財: public goods)”의 역할을 할 것이다. 통일로 인해 발생할 긍정적 효과를 수혜할 대상도 한반도를 넘어 동북아로, 그리고 국제사회로 확장될 것이다. 보다 구체적으로 통일은 국제분쟁과 화해의 역사에 매우 긍정적인 메시지를 제공할 것이다. 해결이 불가능해 보이는 고질적인 분쟁도 해결될 수 있고 따뜻한 공동체로 전환될수 있다는 매우 긍정적인 이벤트로 세계사에 기록 될 것이다. 이 밖에도 통일은 비확산의 규범과 국제인권이라는 인류보편적 가치에 기여를 하게 된다. 지구온난화에 대처하는 국제 거버넌스에도 일정 기여를 하게 될 것이다. 더불어 잘 살 수 있는 한반도 “행복공동체”를 건설한다면 한계에 봉착한 듯해 보이는 자유주의 경제제도와 정치제도의 희망이 될 수도 있다. 통일의 국제공공재적 가치에 대한 담론 형성은 대한민국의 통일공공외교의 수준을 한 단계 업그레이드 시켜 국제사회의 한반도 통일에 대한 합의 도출에 정책적 기여를 할 수 있다.

영문 초록

Much of the discussion on Korean Unification and its values have revolved around economic and security benefits that unification would bring to people on the Korean peninsula and Northeast Asia. The paper claims that the benefits of the Korean Unification would go beyond the Korean peninsula and Northeast Asia; they would extend to the international community. Therefore, Korean Unification would be a world historical event that could contribute to the international community. More specifically, the Korean Unification can contribute to many issue areas of international relations such as non-proliferation, human rights, environmental protection, human trafficking, and money laundering. The Korean peninsula has been one of the world’s major zones of conflict. By resolving the conflicts on the Korean peninsula, unification can impart a positive message to the world that seemingly intractable conflicts can be resolved if we put in good faith efforts. Successful unification on the Korean peninsula means that two very different societies – one that is quite rich and the other, very poor – can be integrated into one society with proper policies. The Korean Unification can work as a model for solving polarization of incomes and inequalities associated with the unfettered advance of Globalization. Emphasizing the nature of the Korean Unification as international public goods would enhance our public diplomacy efforts to elicit international support for a policy of Korean unification.
