통일 후 북한주민의 유이민화 방지를 위한 정책방안

국문 초록

한반도 통일이 현실화될 경우 북한주민의 남한지역으로의 대량이주 가능성이 매우 크다. 이는 인구의 대량이동 및 인구분포의 불균형을 가져올 뿐만 아니라 북한 경제가 시장경제체 제로 전환을 하는 데에도 걸림돌이 될 수 있다. 독일 통일 과정에서 벌어진 동·서독 지역간 인구이동 현황과 특색을 살펴볼 때, 한반도 통일 후 남한 지역으로의 인구이동은 북한 지역의 출산율 저하, 경제활동인구의 감소를 초래할 것임이 자명하다. 이는 북한 지역의 경제 재건을 방해하는 요소로 작용할 수 있으며 그 만큼 남한 정부가 지출해야 할 통일비용, 다시 말해서 남한 주민들의 조세부담을 크게 증가시킬 것으로 예상된다. 조세부담의 증가 외에도 노동시장에의 충격, 범죄의 증가와 치안 불안, 주택·교통난 등 남한 주민의 생활 전 영역에도 부정적 영향을 미치게 될 것이다. 따라서 통일을 준비하는 과정에서 이러한 부정적 요소를 최소화 할 수 있는 여러 정책을 정치·경제·사회·문화 각 방면에서 모색하여야 한다. 본고는 구 동독 주민의 이주 동기가 대부분 경제적이고 실용적인 원인에 근거하였다는 점 에 착안하여, 북한경제의 체제전환 과정에서 시행될 기업의 사유화를 통해 북한주민의 이주 억제라는 효과까지 얻어낼 수 있는 방법을 찾아보았다. 그것은 북한주민들에게 사유화되는 기업의 지분권을 표창하는 ‘다용도 사유화 지분증서(MPS)’를 나누어주는 방안이다. 주민들에 게 국영기업의 지분권을 분배하는 바우처 방식은 이미 체코와 폴란드, 러시아 등 동구권에서 상당한 효과를 거둔 바 있다. 이러한 방안에 대하여 국민적 합의를 얻을 수만 있다면 한반도의 특성에 맞게 더 구체적으로 제도를 다듬고 통일 후 곧바로 북한 지역에 시행하는 데 필요한 법적 근거 등을 마련하는 등 제반 준비 작업을 조속히 추진하여야 할 것이다. 또한 시장경제체제에 대한 경험이 전무하고 사적 소유권에 대한 인식이 희박한 북한주민이 이러한 제도를 잘 활용할 수 있게 하여야 한다. 이러한 정보 제공 역시 정부 차원에서 적극적으로 이루어져야 할 것이다.

영문 초록

When the unification of the Korean Peninsula seems near at hand, there would be high probability of massive movement of North Korean people into the South. It might cause unbalanced spread of population between the North and the South, and make an obstacle to the transition of the North Korean economy to market economy. In this context, the German precedent could give us a valuable lesson, which evidently foresees the significant decrease of birth rate and reduction of labor forces in the North. Ultimately, it will hinder the revival or reorganization of the North Korean economy, thus increasing the so-called unification cost, or the tax burden on South Koreans. In addition to the swelling tax burden, unexpected shock to the labor market, remarkable increase of crimes and social charges, aggravated conditions of housing and transportation facilities, etc. will affect the South Koreans living in a negative way. Therefore, the extraordinary efforts are necessary in preparation for the unification to mitigate such negative factors in an integrated manner. This paper has found the East German people were trying to escape from the economic hardship deprived of pragmatic consideration. Against this backdrop, the privatization during the process of transition of the North Korean economy should be conducted in a manner to control massive movement of population from homeland. It will be effective to distribute the master privatization share certificates (MPS), which represent the partial ownership of state-owned enterprises, to North Korean adults. This method was called voucher-based “massive privatization” in the Czech Republic, Poland and Russia. Based upon legitimate national consensus, this method could bring about smooth unification. To this end, more concerted efforts and preparatory legal works are necessary. Also it is inevitable to make North Koreans being taught and experienced in the way of market economy and private ownership, initiated and supported by the government in the North and the South.
