국문 초록

한반도 종단철도(TKR)는 남북분단으로 단절된 철도 구간을 복원하여 한반도를 하나로 이어주는 철도이다. TKR 프로젝트는 향후 TCR(중국횡단철도), TSR(시베리아횡단철도), TMGR(몽골통과철도), TMR(만주횡단철도)와의 연결을 통해 중·장기적으로는 유라시아 대륙간 철도 연결 실현을 목적으로 한다. 즉, 남북 간 물류비용을 해소하고 개성공단 사업과 금강산 관광사업의 활성화를 조성하며, 북한내 지역개발을 통하여 북한주민들의 소득수준을 높이고 궁극적으로는 남북한 경제적 파급효과를 대륙으로 연결하는 등 시너지효과를 극대화할 것으로 기대된다. 본 논문에서는 한반도 종단철도(TKR) 건설의 수익과 비용을 분석하여 경제적 타당성을 검토한 후 TKR 사업을 현실적으로 진행하게 될 경우의 구체적 재원조달 방안에 대하여 검토하였다. 또한 TKR 사업이 남북협력 사업으로 진행되는 데서 발생되는 정치적·경제적 리스크에 대한 대책을 다각도에서 분석해보았다. TKR 사업은 건설공사 및 재원조달에 있어서 북핵문제 해결이라는 제약점과 북한 철도의 현대화 비용 등을 고려해 볼 때 많은 비용과 시간이 소요될 것이다. 그러나 TKR 연결사업은 향후 TKR과 연계된 철도들이 국제물류체계의 중추적인 역할을 하게 될 것이므로 한국의 기술 교류, 통상 측면의 확대가 예상되고, 통일비용을 크게 절감할 수 있다는 점에서 중요한 의미를 가진다.

영문 초록

The Trans-Korean Railway (TKR) will be constructed to connect South Korea to other Asian countries and eventually to Europe by land. So South Korea would be inter-connected with China and Russia. It is expected that TKR would function as an economic locomotive which leads South Korean businesses to more affluent European consumers with ease and efficiency. And it may contribute to the promotion of the Gaeseong Industrial Complex, Mt. Geumgang tourism and other inter-Korean exchange and cooperation projects in process. This paper is focused on the economic value of TKR and expected revenues from the proposed TKR project. With these numbers in mind, this paper concludes that it has ample potential to create huge profits to the North and South Korea, and neighboring countries as well. Then how can the TKR project start such a long process of construction and operation? In other words, how can the sponsors collect the initial investments? There are a lot of approaches, and we come to a conclusion in some way. The proposed TKR project has many problems such as construction cost, ups and downs of the inter-Korean relations and unfavorable geo-political situation. North Korea’s nuclear program would be another insurmountable obstacle. If these political and market risks have been under control, the TKR will ensure the North and South Korea to obtain a pivotal role in the international trade and logistics especially in the Far Asia. And there will be a lot of opportunities to promote technologies, know-how and exports, thus to enhance Korea’s international status.
