한국 NGO학 교육과정 개선을 위한 탐색과 제언

국문 초록

지난 10여년 사이 NGO학을 둘러싼 주변 환경이 눈에 띄게 나빠졌다. 우리는 다음 두 가지 질문을 해 봐야 한다. 첫째, 한국의 성공적인 민주화 운동과 급격한 시민사회의 성장이라는 현대정치사적 특수성에서 발원한 ‘NGO학’의 한국적 유용성이 완전히 소진되었는가? 둘째, 한국의 ‘NGO학’이 한국적 특수성을 넘어 전 세계적으로 통용될 수 있는 학문적 보편성을 담보할 수 있는 가능성은 없는가? 이 글은 한국에서 NGO학의 유용성은 소진된 것이 아니라 2세대 시민 운동의 동력을 창출해야 할 변화의 시점에 있으며, 이제 NGO학은 그것의 형식과 내용을 재정비하여 보편적 학문으로 거듭나야 한다고 주장한다. 마침 해외 유수한 대학들도 우리의 NGO학과 유사한 성격과 지향성을 보이는 다분과적 전공 교육과정을 개설하여 시대적 요구에 민첩하게 대응하고 있다. 이에 필자는 현재 제안 단계에 있는 가칭 ‘한국 NGO학-NGO섹터 협의체’의 창설과 그것의 본격적인 활동에 앞서 진지하게 검토해야 할 핵심문제로서 현재 한국의 NGO학과와 연계전공들이 설치하고 있는 교육과정의 개선에 대한 실천적 방향 성을 제시하고자 한다.

영문 초록

During the past 10 years the number of applicants for the NGO Studies has noticeably decreased in our society. As a result, some of its departments have changed their names into something else or merged with other departments not to mention the total abolishment of its departments. Those who still maintain their names are pondering on their next moves. At this juncture, the following two important questions need to be asked: first, has the usefulness of the NGO Studies grown out of the successful democratization movement and the rapid growth of civil society of S. Korea as well as its nuanced political history of late totally exhausted?; and, second, is there any possibility for the Korean NGO Studies to acquire an overarching academic universality beyond the Korean soil? The strong argument in this paper is that the usefulness of the NGO Studies has not exhausted but arrived at a turning point when it must create strength required for the 2nd civic movement by reshaping its forms and contents. In this connection, it is worth taking into account that many overseas universities are presently responding to the timely demands of the would-be students by providing various interdisciplinary curricula akin to the Korean NGO Studies in terms of characteristics and orientations. In conclusion, I propose that we create ‘The Korean Consortium for the NGO Studies-NGO Sector’ to take up the mission of making the curricula more sensitive to the current changes in demand for the NGO Studies.
