서울시 사회적 경제 정책의 시민참여행정 평가

국문 초록

국정관리에 거버넌스가 중시되면서 거버넌스의 중요한 가치 중의 하나인 시민참여가 강화되고 있다. 이러한 시민참여는 시민사회단체가 행위주체로 나서는 사회적 경제 정책에서는 더욱 중요하다. 이 글은 서울시의 사회적 경제 정책에서 시민참여행정의 정도를 정책단계별로 평가하는 것이다. 이를 위해 전통적인 행정가치인 효율성(능률성, 효과성) 외에 반응성(개방, 소통, 쇄신), 공정성(합법성, 균형, 다양성 존중), 합의지향(권력분화, 조정, 팀워크), 참여행정(자결/자치, 협력, 공동책임) 등과 같은 가치를 시민참여행정의 가치로 설정하였다. 그리고 정책단 계는 의제설정, 정책결정, 정책집행, 정책평가 단계 등 4단계로 나누었다. 사회적 경제 조직에는 여러 가지가 있지만, 여기서는 현재 서울시 사회적 경제 정책에서 중요한 사회적 기업, 협동조합, 마을기업, 자활기업 등 4개의 조직을 평가하였다. 평가결과 시민참여행정의 가치에서는 공정성이 대체로 잘 반영되고 있는 반면 반응성, 합의지향, 참여행정에서는 중간 정도였다. 그리고 정책단계에서는 의제 설정단계에서 시민참여행정이 가장 잘 이루어지고 있는 반면, 정책평가단계에서는 문제가 많았다. 시민참여행정의 구현정도가 조직별로도 차이가 있었는데, 사회적 기업, 협동조합이 대체로 나은 반면, 마을기업은 조금 뒤떨어졌고, 자활기업은 매우 낮은 수준이었다. 사회적 경제 정책에서 시민참여행정을 구현하기 위해 다양한 재정지원제도의 구비, 베테랑 활동가의 전략적 육성, 시민사회의 역량 강화 등과 같은 과제를 해결하는 것이 필요함을 지적하였다.

영문 초록

This paper addresses evaluating the degree of participatory public administration in the social economy policy of the Seoul City. To evaluate the participatory public administration, are set five values of citizen participation into policy process in the perspectives of governance, such as efficiency, responsiveness, fairness, consensus-oriented, and participatory administration. The policy process was also divided into four stages of agenda setting, policy decision, policy implementation, and policy evaluation. Here analysis was limited to four organizations of social enterprise, cooperative, village enterprise, and self-support enterprise in the area of social economy. The results of evaluation show that the value of fairness was generally fulfilled in social economy policy of the Seoul City, which is compared to other values which is not well-fulfilled. In the policy process, participatory public administration was generally realized in the agenda setting stage, but almost not realized in the policy evaluation stage. If we analyze citizen participation into the policy process according to the organizations of social economy, social enterprise and cooperative got a good mark, village enterprise was average, and self-support enterprise got the lowest score. To realize those values of participatory public administration, I proposed some strategies such as installation of financial aid system, training program for nurturing veteran actors, and strengthening ability of civil society itself.
