나눔교육 활성화 방안 연구: 종교계를 중심으로

국문 초록

현대 사회는 급속한 도시화와 산업화 과정 속에서 지역 간, 계층 간 소득격 차와 상대적 빈곤을 심화시켜 새로운 차원의 사회문제들을 양산한다. 그럼에도 불구하고 국가 차원에서는 나눔 문화를 확산시키는데 주력하기보다 가능한 책임을 최소화하고, 그 대신 가족과 기업, 지역 사회, 종교 등 민간부문의 역할을 강화하는 방향으로 나눔 문화의 틀을 마련해왔다. 이에 따라 국민소득 2만 달러 시대 이후 우리 사회에서도 나눔 문화가 확산되기 시작했으나 점차 경제침 체에 따른 사회분위기 퇴조로 인해 지역 사회를 중심으로 활발하게 전개되었던 민간 부문의 나눔 문화도 ‘지속가능한 나눔 문화 발전’이라는 시대적 요구를 충족시키기에는 점차 한계를 드러내고 있는 실정이다. 우리 사회에서는 종교의 나눔 활동을 지극히 제한적인 것으로 인식하고 있고, 종교계에서도 나눔 활동을 종교의 본질적 기능으로 내면화시키지는 못한 상태에서 단지 선교나 포교 차원에서 부분적으로 대처하는 경향이 짙다. 이로 인해 민간 주도의 나눔 문화 선도기구들이 대부분 종교기관 또는 종교인들을 기반으로 삼고 있음에도 서로의 힘을 모으는 종교계 연합 형식의 나눔 문화 선도노력이 전무한 상황이다. 따라서 이제부터라도 각 종단과 종교기관 차원에서 이루어지고 있는 나눔 문화 선도 노력과 나눔 교육의 실질적 성과를 공유토록 하여 나눔 문화의 지속적 발전에 필요한 사회적 동력을 추동할 필요가 있음을 강조하지 않을 수 없다. 종교 계는 지금까지 주로 사회·경제적 취약계층을 대상으로 자선적 차원에서 응급구호활동을 전개해왔다. 자신들이 모금한 기금과 인력을 중심으로 소외계층에게 즉각적이고 융통성 있게 접근할 수 있는 장점을 발휘해 오고 있는 것이다. 그러나 이들 대부분은 국가의 지원 없이는 자립기반을 갖추기 힘든 형태로 영세성을 면치 못하고 있고, 전문성과 체계성의 결여로 서비스가 중복되거나 실효성이 떨어지는 등 나눔 활동의 효과성을 떨어뜨리는 경향이 있다. 종교계 내부에 서도 나눔 활동을 종파나 교파 특성에 따라 특정 종교의 확산을 위한 수단 정도로 이해하는 경향이 있고, 종교적 생활의 하나로서 단순한 자선 정도의 차원 으로 국한하기도 한다. 이에 본 연구는 이런 종교계의 나눔 문화에 대한 기존 경향에서 벗어나 종교계가 보다 장기적이고 구체적인 기획 아래 나눔 교육을 실천할 수 있도록 기초적인 마스터플랜을 제시하는데 역점을 두고자 한다.

영문 초록

Modern society intensifies the difference in income and relative poverty between regions and classes and it causes new dimension of social problems in rapid process of urbanization and industrialization. Nevertheless, so far from vitalizing philanthropy culture, government minimizes the responsibility and provides a framework of philanthropy culture to strengthen the role of private sectors such as family, enterprise, local community and religion. For this policy, after the era of a 20,000 dollars per capita GDP, philanthropy culture starts spreading in Korea society. However social atmosphere is in decline because of economic recession so philanthropy culture which was well-operated in private sectors reaches the limit for meeting the needs of the times, ‘sustainable development of philanthropy culture’. People recognize religious philanthropy as something very limited and also religious circles just cope with the situation partially through missionary work without internalizing philanthropy as an essential part of religion. That’s why there is no effort of leading philanthropy by united religion even though many private organizations which lead philanthropy culture are based on religious centers or religious people. From now on, therefore, each religion and religious center should share their practical efforts and results of philanthropy culture or education and push ahead a social power for ‘sustainable development of philanthropy culture’. Until now, many religions are engaged in emergency aid operations for vulnerable social, economical groups as a charity aspect. They present their strengths that they can approach vulnerable groups more directly and flexibly by using their fund and manpower. However they could not set independent foundation without supports of government and overcome their small scale. Then, because of lack of professionalism and method, this situation overlaps the service and makes activity invalid. Finally it is apt to decrease effectiveness of philanthropy. Within the ranks of religion, people tend to understand philanthropy as means for spreading particular religions and limit philanthropy to simple charity, kinds of religious life. Therefore, the study puts great emphasis on presenting a basic master plan that religious circles practice philanthropy with a more long-range and specific plan rather than a conventional trend.
