주민참여예산제도의 운영 효율화 방안 연구

국문 초록

본 연구는 전남 순천시를 중심으로 주민참여예산제도의 운영 효율화 방안에 관한 연구이다. 주민참여예산제도는 지방자치단체 예산과정에 주민이 직접 참여하는 예산제도로 주민들의 선호와 수요의 순위에 따라 예산을 효과적으로 결정하는데 참여할수 있는 지방자치 이념을 실현하기 위한 예산제도 이다. 주민참여예산제도는 순기능과 역기능이 나타나고 있다. 이에 본 연구는 지방자치단체의 주민참여예산제도 예산편성과정에서 주민들이 인식하는 순기능과 역기능간의 어떤 인식적 차이가 존재하고 있는가를 실증적으로 확인코자 하였다. 그 결과 순기능으로 인식하는 측면은 지방자치단체의 특성을 반영한 예산 수렴은 예산편성운영을 통해 행정서비스 대응력을 높이고, 예산과정의 투명성과 공정성을 확보하여 지방재정을 효율적이고 건전하게 운영할 수 있게 한다고 보았다. 역기능의 인식 측면은 예산수요 증가, 신속한 의사결정, 행정의 낭비 초래, 집단 간의 갈등 초래, 주민참여의 형식화를 초래할 것이라는 요인들에 대하여 역기능을 걱정하고 있다. 이와 같은 분석결과가 시사하는 점은 주민참여예산위원회가 구성된 이후에는 지방자치단체와 소속공무원들이 예산회의를 위원회가 주체적으로 개최할 수 있도록 권한을 이양해야 하며, 지역주민들의 자치의식과 참여의식을 고취시키는 교육기능을 담당할 수 있어야한다. 그리고 시민위원회의 위원으로서 주민참여예산제의 운영에 직접적인 참여를 할 수는 매개의 교육기능필요하다.

영문 초록

The civil participatory budget system is a budget system intended to realize the philosophy of local autonomy in which residents can firsthand participate in local governments’budget processes for effective determination of budgets according to residents’preference and the ranks of demands. The civil participatory budget system. shows positive functions and dysfunctions. In this respect, this study is intended to empirically analyze cognitive differences existing between the positive functions and dysfunctions recognized by residents in the process of organization of budgets by local governments under the civil participatory budget system. According to the results of analysis, the aspect recognized as a positive function was the convergence of budgets reflecting the characteristics of local governments as the residents believed that the organization and operation of budgets as such would enhance the responsiveness of administrative services and secure the transparency and fairness of budget processes to enable efficient and sound operation of local finance. The aspects recognized as dysfunctions were increases in demand for budget, fast decision making, consequent waste of administration, conflicts between groups, and formalization of residents’participation. The results of analysis as such suggest that after the organization of the civil participatory budget committee, the local government and the officials belonging to the local government should transfer their authority so that the committee can autonomously hold budget meetings and should be in charge of the educational function to inspire the sense of autonomy and sense of participation of regional residents. In addition, the mediatory educational function to enable the members of citizens’committee to firsthand participate in the operation of the civil participatory budget function.
