국문 초록

오늘날의 재난과 재해는 대형화, 다양화, 복잡화되는 양상이 되고 있다. 어마어마한 세력의 태풍이 덮치는가 하면, 생각지도 않았던 지진이 발생되었고, 또한 재난이 꼬리를 물며 순차적으로 발생되는 연쇄재난으로부터 여러 재난이 동시에 발생되는 복합재난까지 그 재난과 재해는 우리를 집어 삼킬 듯이 나날이 발전하고 있는 현실이다. 이와 같이 나날이 발전하는 재난과 재해에 대하여서는 중앙정부와 지자체, 국가가 앞서가서 준비하고 대비 하여야 한다고 생각하나 현실이 그에 못 미치는 상황이라 보고 있다. 이에 대한 재난대응 역량강화를 위해서는 사전적 대비태세 확보가 중요한데 이는 재난대비계획수립과 매뉴얼개발, 재난대응훈련과 교육, 관계자들의 재난대응 성숙도 확보 등으로 볼 수 있다. 이에 본 연구에서는 재난대응훈련에 대한 체계를 구축하고 검증 방법론 연구를 통하여 상대적 재난대응 성숙도 수준을 분석하고 이에 대한 개선방안 도출을 통해 재난대응 역량강화를 꾀하고자 연구되었다.

영문 초록

Today Disasters and accidents has become large-sized, diversified, and the surface being complicated. When the storm comes the colossal forces, I thought the earthquake was not even has occurred, also, from the chain disaster of a disaster sequentially generated paying tail to complex disaster in which a plurality of disaster occurs at the same time, the disaster and disaster is a reality that every day evolve to swallow put us. For such a day-to-day evolution to disaster and disaster, the central and local governments, countries have to see what reality do not think I shall be provided with a ready to go ahead is that it is the situation that less than it. In order to strengthen disaster response force for this is, ensure the ex ante posture is an important disaster prevention planning and documentation development, education and disaster response training, it can be seen in, such as securing of disaster response of the maturity of the people involved. Therefore, In this study, establish a verification system for disaster response training, Through a proven methodology study analyzed the relative maturity level disaster response. And through the improvement was obtained for this study seeks to strengthen the disaster response capacity.
