국문 초록

연구목적: 본 연구에서는 저탄소 자동화 컨테이너 터미널의 긴급상황 유형, 이에 대한 대처방안 그리고 긴급상황 관련 비상운영 계획을 구체적으로 분석하고 제시하고자 한다. 논문구성/논리: 본 연구는 총 5개의 장으로 구성되어 있다. 2장에서는 저탄소 자동화 컨테이너 터미널의 개념 그리고 긴급상황의 정의 및 기존 컨테이너 터미널의 긴급상황 유형에 대해서 정리하였다. 3장에서는 기존 터미널의 긴급상황에 대해 정리한 내용을 바탕으로 저탄소 자동화 컨테이너 터미널의 긴급상황 유형을 제시하였다. 4장에서는 저탄소 자동화 컨테이너 터미널의 긴급상황 대처방안을 구체적으로 분석하고 제시하였다. 내용의 신뢰성을 확보하기 위해 연구방법은 온라인 설문과 1:1 인터뷰 방식을 병행하여 진행하였다. 마지막 장에서는 연구의 결과를 요약하고 함의를 제시한다. 결과: 기존 컨테이너 터미널의 긴급상황 유형을 바탕으로 저탄소 자동화 컨테이너 터미널 긴급상황 유형을 정리하였다. 설문조사를 기초로 정리된 내용을 바탕으로 2인의 자문위원을 직접 방문하여 심층 인터뷰를 진행하여 결과를 최종 정리하고 분석하였다. 장비 혹은 설비의 변화로 인해 발생할 수 있는 유형에 대한 부분이 완성도가 다소 떨어지는 것으로 파악되었다. 대처방안을 제시한 이후 제4장에서는 각각의 긴급상황 유형에 대해 사전 점검 사항을 정리하고 각 점검 사항을 6개 분야(전기, 제어, 기계, 토목, 운영, TOS)로 구분하여 제시함으로써 독자의 가독성을 높이고자 하였다. 독창성/가치: 2014년 발생한 세월호 참사 이후 안전에 대한 중요성이 부각되면서 항만 터미널 안전에 대한 연구가 재조명되고 있다. 기존 컨테이너 터미널의 긴급상황 유형 및 대처방안을 제시하는 연구는 진행되고 있고 있는 반면 미래지향적 신개념 컨테이너 터미널에 관한 연구는 전무한 상황이다. 저탄소 자동화 컨테이너 터미널을 포함하여 미래지향적 신개념 터미널을 설계하고 구축하는데 있어 본 연구에서 제시한 긴급상황, 대처방안, 비상운영 계획(분야별 사전 점검 사항)을 참고한다면 높은 안전성을 확보할 수 있을 것이다.

영문 초록

Purpose: The object of this study is to present the emergency case s and propose management, contingency plan for a low-carbon automated container terminal. Composition/Logic: The paper is organized into five chapters. Chapter 2 deals with the concept of low-carbon automated container terminal, the definition of an emergency case, and the types of emergency cases in the existing container terminal. Then, it analyzes the emergency case and management plan for a low-carbon automated container terminal based on an analysis of the existing container terminal. Chapter 4 describes the contingency plan, along with the decision criteria. Finally, the authors summarize the results of the study and present its implications. Findings: The study proposes the details of the emergency case of a low-carbon automated container terminal based on the analysis of the existing container terminal. In order to upgrade the quality, we surveyed 7 operational experts at the container terminal in Busan. The questionnaire-based survey was carried out using written inquiries and the interview method. The authors recognize that the types of emergency cases for a low-carbon, automated container terminal are fully explained. However, the types of cases caused by shifting equipment and facilities are identified as dissatisfied in the accomplishment perspective. Originality/Value: A study on safety improvement has assumed greater significance after the Sewol Ferry Disaster and industry experts have called for the need for safety at port. A lot of research has been conducted on the contingency plan for the existing container terminal. However, this study is future-oriented and focuses on new concepts and issues relating to the container terminal issues. It also offers a variety of practical suggestions and analyzes their implications.
