국문 초록

한국은 급격한 노령화와 저출산으로 인한 노동인구 감소와 성장잠재력 하락 위기에 직면해 있다. 또한 노인인구의 증가와 함께 복지세출이 빠르게 증가하고 있다. 급격한 인구구조의 변화, 성장잠재력 하락, 그리고 노령화와 복지세출 간 뚜렷한 인과관계 등은 모두 일본이 1990년대 초반부터 겪어온 현상이다. 이러한 과정을 겪으면서 일본의 국가채무는 1990년대 초반 60%에서 현재는 250%까지 증가하였다. 한국이 이러한 일본의 재정 운명을 되풀이 하지 않기 위해서는 규범적 차원에서의 재정정책에 대한 논의를 넘어서 정치경제적 관점에서 재정정책의 결정 요인을 분석하는 것이 필요하다. 본 논문은 세금 부담의 인상이 정치체제와 밀접한 관련이 있고, 국민들의 세금에 대한 피로도와 관련이 있으므로 협치적 정치 환경이 조성되지 않을 경우 국민부담의 인상에 한계가 있음을 강조하였다. 따라서 개별 세목보다는 조세체계 전반의 국민적 수용도를 높이는 차원에서의 조세개혁을 추진하는 것이 정치경제적 관점에서 바람직함을 논의하였다. 또한 입법부와 행정부 간 역할 분담을 통하여 재정정책의 객관성을 제고하는 재정거버넌스의 구축이 필요함을 논의하였다.

영문 초록

Korea is in the process of a drastic demographic change -- a rapid aging process and very low fertility rates -- which has resulted in the decline of labor force and economic growth potential. At the size time, the size of welfare expenditures, especially that of age-related expenditures, is increasing fast. These are the economic and fiscal challenges Japan was faced with from the early 1990s. It is well known that Japan has increased the government debt-to-GDP ratio to as high as 230 percent in the process of responding to these challenges. There is a good chance that Korea will repeat the same type of fiscal history. By 2060, when the share of old population becomes almost 40 percent, the size of social expenditures, which is now about 10 percent of GDP, is projected to increase to 30% of GDP. It has to be acknowledged that, in finding out the solution for this challenge, a normative analysis on the need for tax and fiscal reforms has limited implications on the political decision-making of fiscal policy. The fact that the presidential system limits the tax revenue, but not necessarily the size of expenditures implies that, in order to avoid the accumulation of government debt to an unsustainable level, the role of fiscal governance that depoliticizes the fiscal policy decision-making is becoming ever more important in Korea.
