지역축제의 주민참여에 영향을 미치는 요인에 관한 연구

국문 초록

본 연구에서는 지역축제가 주민 없는 축제로 되지 않기 위해서 앞으로 주민참여의 중요성을 인식하고 지역축제에 있어 어떻게 주민참여가 이루어지는지 그 요인을 분석하는 것을 전제로 설계되었다. 또한 궁극적으로 지역축제에 있어 주민의 참여를 이끌어내기 위한 토대를 마련하는 것을 목적으로 하고 있다. 이에 따라 이론적 배경에서는 지역축제의 주요개념과 유형, 기능 및 효과에 대한 연구 자료와, 지역축제에서의 주민참여에 대한 주요개념과 분류 및 효과에 대해 살펴보았다. 그리고 실증조사를 통해 해남 명량대첩 축제에 대한 주민의 인식, 참여 동기, 기대 효과 순으로 설문지를 이용한 조사를 실시하여 파악하였다. 조사 대상자는 해남명량대첩 축제의 주최 지역인 해남군과 진도군의 지역주민을 대상으로 수행되었다. 이러한 연구결과를 토대로 해남 명량대첩 축제의 발전방안을 지역애향심과 지역주민의 경제적 이익을 중심으로 제시하였는데 이는 다음과 같다. 첫째, 이순신 장군과 지역주민의 연관성을 위한 역사교육을 실시한다. 해남 명량대첩 축제에 참여하는 해남과 진도 주민들의 근본적인 이유는 조상들의 후손이라는 점이다. 둘째, 우리 지역에 애착을 가질 수 있는 작은 모임을 구성한다. 지역이 점점 개인화 되어가고 있기 때문에 서로 단합하고 화합할 수 있는 자리를 만들어 준다. 셋째, 타 지역 이순신 축제와 우리 지역만의 차별화를 부각시킨다. 해남과 진도군의 주민만이 할 수 있는 프로그램으로 지역주민의 우수성에 대한 시상 및 사례 또한 고려해 본다. 넷째, 주민의 봉사참여에도 경제적 이익이 돌아갈 수 있는 정책을 마련한다. 해남 명량대첩 축제의 경우 주요 프로그램 운영의 주체가 주민이기 때문에 가능한 정책이다. 다섯째, 개인의 영리적 목적보다는 집단의 영리적 목적을 위한 시스템 구축이 필요하다. 지역 주민이 화합하여 참여하는 잔치의 경우 각 마을마다 경제적 이익이 돌아갈 수 있도록 제도적 장치의 마련이 필요하다. 여섯째, 관광객이 참여할 수 있는 다양한 프로그램 개발이 필요하다. 관광객의 참여가 많은 지역주민에게 돌아갈 수 있는 경제적 이익이 커질 것이기 때문에 보다 다양한 프로그램 개발에 앞장서야 한다. 이러한 연구결과는 지역축제에 있어 많은 주민들의 참여를 증진 시키며, 보다 효율적인 주민참여로 이끌어 낼 수 있을 것이라 기대한다.

영문 초록

This study is specifically designed to increase awareness in the importance of local participation in local festival and analyze how locals’ participation is achieved. Ultimately, pave the way to bring about local participation in local festival. As a result, this study examines key concepts and types of local festivals, functions and a study on the effects and local participation in local festivals for the key concepts and classification, and looked at the effect. And thorough empirical research on locals awareness Battle of Myeongnyang festival, participation motivation and expected effect were conducted using questionnaires. Research targets were locals living in Battle of Myeongnyang festival host organizing local county government of Haenam and Jindo. Based on the result, study suggests development plan for Haenam Battle of Myeongnyang festival that center around and best represent local patriotism and economic interest as follows. First, provide education on the historical relevance and association between Admiral Yi Sun-sin and locals is suggested. The fundamental reason local residents of Haenam and Jindo participated in the festivals is that they are the descendants of the soldiers fought during Battle of Myeongnyang. Second, create and organize small group to foster local patriotism because community is ever becoming individualistic thus it will provided locals a ground to bond and unite Third, locals should differentiate its Yi Sun-sin festival from other counties. Consider awarding locals for excellence in participating program only residents of Haenam and Jindo can achieved and explorer other precedents. Fourth, create policy that will benefit local volunteers economically. This policy is only possible because local residents are the principal of Haenam Battle of Myeongnyang festival. Fifth, developing a system for commercial success as a whole is required instead of an individual. For the festival that locals participating, there is a need for an institutional framework for commercial success that benefits each town. Sixth, lead the way to develop a variety of programs tourists can participate is a must because more tourists participate in programs during festival, greater the benefit that goes around. These findings should promote participation of local residents and hope that will lead to more effective participation by locals in the future.
