국문 초록

차 생산자들은 각각의 제다법과 품질관리 기준을 설정하여 소규모로 제품을 생산, 판매하며 최고의 품질임을 자부하고 있으나, 잔류농약 사건 등으로 인해 품질에 대한 불신을 갖고 있는 소비자들이 인식하고 있는 품질과는 차이가 있다. 차 재배지역 지자체에서는 품질관리를 위해 군수품질인증제, 지리적 표시제, 국제유기인증제, 친환경농산물 인증제도 등을 적극적으로 도입하는 노력을 하고 있다. 그러나 농산물의 안전성을 확보하기 위하여 생산단계부터 수확 후 포장단계까지 토양·수질 등 농업환경 및 농산물에 잔류할 수 있는 농약·중금속 또는 유해생물 등의 위해 요소를 관리하는 GAP 인증제도 활용은 미비하다. 현재 GAP 인증을 받은 1,088,542 농가 중 찻잎 GAP 인증을 받은 농가는 4개 농가에 불과하다. 농산물의 안전성을 확보하고 우리의 경쟁력을 확보하기 위해서는 차(茶) 농가뿐만 아니라 지자체에서 적극적으로 GAP 인증 제도를 활성화 하는 노력이 필요하다.

영문 초록

The tea producers are proud of the best quality by producing and selling products in small scale by setting each tea manufacture law and quality control standard. However, it has a difference with the quality recognized by consumers who have distrust for the quality due to cases of residual pesticide and so on. Local governments in tea growing areas are actively introducing logistics quality certification system, geographical indication system, international organic certification system and environment-friendly agricultural products certification system for the quality control. However, for securing the safety of agricultural products, there is little use of GAP certification system that manages hazardous substances such as pesticides, heavy metals or harmful organisms that may remain in the agricultural environment such as soil·water quality and agricultural products, from the production stage to the post-harvest packaging stage. Among 1,088,542 farms currently got GAP certifications, only four farms are certified as GAP certified tea leaves. In order to secure the safety of agricultural products and secure our competitiveness, it is necessary to activate GAP certification system not only in tea farms but also in local governments.
