소비자정책 추진체계의 법적 재구성

영문 초록

The purpose of this study is to diagnosis the problem of the propulsion system of consumer policy by the Framework Act on Consumers, is propose the improvement plan of the propulsion system of consumer policy that it is possible to improve the consumer right and interest. In order to deliberate and decide on a fundamental policy concerning the enhancement of consumers rights and interests and the improvement of consumers lives, the Consumer Policy Committee shall be established in the Fair Trade Commission. The Committee shall be composed of 25 or fewer members, including two chairpersons(the chairpersons shall be the chairperson of the Fair Trade Commission and one person appointed by the President from among those having extensive knowledge and experience pertaining to consumer issues). The committee deliberates and decides on the basic plan and the comprehensive implementation plan, matters concerning the comprehensive implementation of consumer policy, matters concerning the appraisal and institutional improvement of consumer policy, other matters concerning the promotion of consumers rights and interests and the improvement of their lives as consumers, which are referred to it by the chairperson. The Fair Trade Commission shall establish a basic plan for consumer policy every three years, subject to the review and resolution of the Consumer Policy Committee. A basic policy shall include changes in economic and social environment relating to the consumer policy, basic direction of the consumer policy, goal of the consumer policy, methods of raising funds necessary to implement the consumer policy, preparation of safety standard by age to prevent any danger or injury to children, and other matters necessary to establish and implement the consumer policy. As a result, First of all, the importance of the strengthening of function for the Consumer Policy Committee is necessary but it has been found according to the method of operation. Second, the institutional improvement of action system concern with consumer damage is more importance than a current system.
