국문 초록

유엔개발계획(UNDP) 레베카 그린스펀 부총재는 “ 여성고용이야말로 빈곤탈출과 경제발전의 지름길이고 경제발전 여력도 양성평등에 있음을 ” 강조한 바 있는데, 이는 한국경제에 시사하는 바가 매우 크다. 국내에서도 21세기에 한국의 강대국 진입의 꿈은 여성들에게 달려 있다고 강조하는 목소리가 높다. 남성중심의 사회체제에서 미개발인적자원이었던 여성인력을 잘 활용하여야, 우리 경제가 도약할 수 있다. 여성인력의 활용 없이는 국민소득 2만달러는 고사하고 우리의 미래가 불투명하다. 여성인력의 활용은 경제발전 뿐만 아니라, 여성의 활발한 사회참여로 사회체제가 선진화되고 인권신장에도 도움이 될 것으로 기대된다. 여성의 경제활동이 한국경제의 성장잠재력을 되살리고 고용률 70%를 달성하기 위한 유용한 해법으로 떠오르고 있다. 한국경제의 잠재성장률을 높이기 위해서는 여성의 역량활용과 고용창출을 극대화해야 하며, 고령화와 저출산의 충격을 해결할 수있는, 효과적인 방안은 여성의 일할 기회를 확대하는 것이다. 여성이야말로 저성장시대의 새로운 성장동력이다. 본 고에서는 여성인력의 활용은 경제발전 측면 뿐만 아니라, 여성의 활발한 사회참여로 인해, 사회체제가 선진화되고 인권신장에도 도움이 될 것으로 보고, 여성고용시장의 실태와 직업, 현행법규 등을 분석한 후, 여성고용률 상승을 위한 전략을 제시하고 있다.

영문 초록

Rebecca Grynspan, UNDP Associate Administrator, was quoted as saying: Hiring women is a shortcut to emerge from poverty and to drive economic development, and if there were any room for economic development, it would be predicated upon gender equality . Her argument has broader implications going forward for the Korean economy. There is also a growing consensus in Korea that the country s vision to be a world s powerhouse depends on women. Women s labor - which has largely remained untapped under our hitherto male-oriented society - must be utilized in full to move the Korean economy forward. Our future would remain obscure without putting women s labor to good use, and it is needless to say that Korea s vision of achieving a GDP of $20,000 would be for naught. Using women s labor in a more proactive fashion is deemed advantageous not only in terms of economic development, but also in terms of advancing a range of our societal systems, driven by active working women and women s human rights improvements. Assuming that the utilization of women s labor is conducive to both economic development and the advancement of society and human rights as a result of women actively involved in economic activity, this paper will present a series of strategies intended to increase employment rates for women after analyzing the status quo regarding the female labor market, female-oriented jobs, and recent statutes concerned.
