総力戦體制下の朝鮮と音樂の役割 組織の一元化と在朝鮮日本人音樂家の活動

국문 초록

本研究では、朝鮮の総力戦體制期において音樂にどのような役割が要求されたのか という点と、この時期に様々な音樂組織を一元化して成立した朝鮮音樂協会の諸事業において在朝鮮日本人音樂家がどのような統制を果たしたのか、また彼らの活動が当時の情勢とどのように関わっていたのかという点を明らかにした。 朝鮮における総力戦體制期、特に国民精神総動員運動の開始以降、音樂の役割は宣 傳と皇道文化振興に求められた。音樂は、愛国心及び士気の鼓舞や敵愾心の喚起など に役立ち、音曲そのものもその調べにより感情興奮または時局に即した雰囲気を醸成 できるため大きな役割を持っているとされたのである。そのため、音樂を含む文化振興を目的に各文化機構の再編成や統合、新結成などが強化され、皇道文化普及の実践 が圖られた。 国民精神総動員運動以降、こうした役割を担ったのが、京城音樂協会(1938年7月結成)と、朝鮮音樂協会(1941年1月25日結成)であった。京城音樂協会朝鮮音樂協会は、朝鮮総督府の官僚が会長や役員を務めることで協会を管理し、総力戦體制展開における様々な音樂事業活動を行ったのである。 京城音樂協会の目的は、音樂文化の向上発展を圖り、音樂を通じて内鮮一體を固めることであり、朝鮮総督府官僚の塩原時三郎会長を中心に大場勇之助、安藤芳亮、吉沢実、竹井春子などの日本人音樂家や日本人音樂教員が役員と会員を務めた。その後、1941年1月に国民総力運動の開始に合わせ、樂壇の新體制として朝鮮音樂協会が新たに結成されることとなり京城音樂協会は朝鮮音樂協会に吸収された。1940年10月に国民総力運動が展開され、行政組織(朝鮮総督府)と国民運動組織(国民総力朝鮮連盟)が一本化される中、音樂分野においても音樂分野全體を一元化させる 大規模な音樂組織が必要とされた。それは、行政組織や国民運動組織が決めた方針と統制をより効率的に行うために宣傳、文化、弘報関連行政組織と音樂関連組織が直接繋がる必要があったためであった。音樂分野でこれを担ったのが朝鮮音樂協会であった。朝鮮音樂協会の当初の目的は音樂の健全な発達と音樂家の質的向上を圖り、新體制文化の発達向上に貢献することであったが、後に日本精神具現の国民音樂を創造、発展させることが追加された。塩原時三郎会長を中心に総督府の関係者と朝鮮人音樂家日本人音樂家が役員となり、京城内にいる音樂専門家500名を正会員として結成された。上記の目的を達成するために掲げられたのが、音樂の企画統制、音樂審査及研究、音樂家の指導練磨、音樂演奏普及の徹底であった。これらを実現するための事業としては、音樂の指導統制の下で、①各種音樂会、②音樂競演大会、③国民皆唱 運動、④音樂技藝資格認定試験があった。朝鮮に移り住み、音樂活動を行った日本人音樂家が、総力戦體制において音樂家や 音樂教員として活動を行い、朝鮮の樂壇の組織一元化の事業において中軸的な役割を果たしたことで、上部機関からの方針をいち早く実行することができた。朝鮮は、日本の植民地という立場に置かれたため、樂壇の一元化において議論の場も設けられず、日本よりもいち早く組織一元化された朝鮮音樂協会が出現したのである。その朝鮮音樂協会の事業を中心的に行ったのが朝鮮に移住し音樂活動を行った日本人であった。彼らが中軸となり行った朝鮮音樂協会の各種音樂会や音樂競演大会、国民皆唱運動、音樂技藝資格認定試験の様々な事業により、戦時期における統治政策を反映し、戦時期の音樂文化を構築したのである。これらの活動において大きな役割を果たしたのが植民地朝鮮に移住し、活動を行っていた日本人音樂家であった。

영문 초록

This paper aimed to clarify what was the role of music in all-out war regime of Korea has been requested. Also it was revealed whether Korean-Japanese musicians in various projects established Chosen Music Association to centralize and control variety of music organizations at that time. And the activities that were conducted by the resident Korean-Japanese musicians had been revealed at that time. The total war system life in Korea, especially since the start of the national spirit mobilization movement, the role of music were asked to Cultural Promotion Publicity and Imperial Way. Music is useful. For example, it evokes patriotism,morale and hostility. Musical performance itself also had played a big role becauseit fosters the atmosphere in line with the emotion and excitement for current affairs by the melody. Therefore, reorganization and integration of the cultural mechanism for the purpose of cultural promotion, including the music, new formation is strengthened. The practice of the Imperial Way culture spread has been achieved. After National spirit mobilization, Keijo Music Association (founded in July, 1938) and Chosen Music Association (founded January 25, 1941) managed the music-related activities. Keijo Music Association and Chosen Music Association, Governor-General of Korea bureaucrats managed the Association and served as chairman and executives. They were engaged in a variety of music business activitiesIn October 1940, to expand the national all-out movement in the administrative organization, (Governor-General of Korea) and the National Movement organization (national all-out Korean Federation) requires a large-scale organization to centralize the entire music field. In addition, music organization was required. It is a propaganda in order to carry out the controls and policies that government organizations and national campaign organization has decided more efficiently. There was a need from the government to lead the organization directly and easily.Hence, they require to establish only one organization to manage affairs or activities related to music at that time. As a result, the Chosen Music Association plays this role in the music field. The original purpose of the Chosen Music Association is the following: “aim to improve the quality of musicians and sound development of music, to contribute to the development of the new system culture” then another objective has been added “create a national music of Japan spirit-embodied, be developed”. Tokisaburo Shiobara of Academic Affairs Bureau, Chairman officials and Korean musicians, Japanese musicians of Governor became officers, including music experts about five hundred (500) people are in Keijo as full members. In order to achieve the above objectives, musicians undergone thorough planning and control of music, review, research and guidance training. Moreover, to realize these under the guidance control of music, the following activities were organized: 1.Various Concerts; 2.Music Contests; 3.National Movement Kaisho (singing in chorus) and 4.Music Arts Qualification Tests. Korean-Japanese musicians managed to conduct various activities mentioned above in Chosen Music Association. These various activities reflect the governance policy and built a music culture during wartime. in the total war system deployment.
